Do a lot of animals drive stolen vehicles?

They have license plate readers on the animal control van?

Yeah that doesnt really make sense.

I think he is getting at why the Animal control van has LPRs on it. Which is a valid question.

The LPRs on the Animal Control Van... it may be a vehicle that doubles as parking enforcement (like many other places do) and if it gets any "hits," they can radio it in and have a patrol car check it out. That would be my guess.
