Yorktown DPW vs. Yorktown Sanitation

OK, a question for my Yorktown friends.

Yorktown DPW is located on Front Street, and has yellow trucks. Yorktown Sanitation appears to be located behind Police Headquarters and has orange Macks.

Are these two seperare departments in the Town Of Yorktown?

Also, I noticed ( http://x635photos.com/displayimage.php?pos=-878 ) some were equipped to plow. Does the Sanitation fleet asisst in plowing in a normal snowstorm?

But the trucks have the Yorktown seal on the doors, and official plates. Are they Yorktown owned but operated by a seperate company, kinda like Bee-Line? Also the plow question.
