  12. From what I remember about NYS Law, Towns cannot provide fire protection. Cities and Villages are required to. Town fire protection must be provided by a special district, either a Fire District (Boards of Fire Commissioners) or Fire Protection Districts which are contracted out. Consolidation, forced or otherwise, would lead to a "super-district" with it's own Board of Fire Commissioners unless the law also changes the authority of the town.
