  2. Oakland, on paper, has 790 officers. Now 710 with the layoffs. Now subtract supervisors, sick, injured, administrative/detailed officers (support services like jails, detectives, crime scene, courts, etc.) and the patrol force is likely around 300 or less. Modifications to response protocols are likely forced due to strained services. Low priority incidents being deferred is happening all over the country due to personnel cuts. Date: 07-07-10 Time: 1545hrs Location: Racine Ave X 61st St. Departments: CPD Description: Police Officer Thor Soderberg, 43, encountered a suspect while walking to his car after his shift ended outside a police facility. During a struggle, the suspect took the officer's gun and shot Soderberg in the head, killing him. Suspect was then shot and killed in a shootout with responding officers. L-32 with a charged ladder pipe in the rear. 1520hrs- CMD rpts going to exterior operations with (2) ladder pipes and (1) tower ladder. 1525hrs- TL-6 setting up in front. E-151 feeding TL-6 in front. M/A Scarsdale L-28 and Fairview E-174 to scene. Both to set up on Court St- 'B' side of the fire building. 1540hrs- L-32 in operation in the rear, TL-6 in servie in the front. 1545hrs- Fire in the basement and cockloft of at least (3) stores. 1547hrs- Scarsdale L-28 in operation on Court St side. 1610hrs- Numerous M/A EMS units req'd. Multiple firefighters being treated at scene. 1635hrs- M/A Eastchester E-31 to scene. 1740hrs- Heavy fire through the roof of the last (2) stores in the row. 1750hrs- Co's repositioning Scarsdale L-28. 1820hrs- CMD rpts heavy fire is K/D in all but the the dry cleaners. (off Columbus Boulevard X Chestnut Street) Departments: Philly PD, FD; US Coast Guard Description: 'Duck Tours' boat became disabled and then struck by barge. Writer: Truck4 1435hrs- Numerous 'Mayday' calls for people in the water from the 'Duck Tours' boat. 1447hrs- Police Marine Unit req. Aviation units, rpts of at least (12) people on the water. 1455hrs- Reports that the Duck Tours vessel has overturned and submerged. M/A from NJSP, PSP and Camden, NJ enroute. 1500hrs- Vessel had (35) passengers and (2) crew. (35) victims have been removed from the water. 1530hrs- Units report (2) missing. Vessel is at bottom in (40) feet of water.
