What does it mean when they say taxpayer is on the first floor?

I am certain that the phrase "Taxpayer on first floor" refers to a store front (business) on the first floor with apartments on the floor(s) directly above same.

Thats what i thought but ive never heard it said like that bc i would just assume that the stores are on the first floor and its not neccesarily apartments above but usually has a common cockloft.
