DUTIES:

This position has the responsibility for administratively directing and supervising the activities of the Forensic Science laboratory. Responsibilities include establishing and maintaining a training program, evaluating current and new methods of analysis, directing crime scene processing, directing research and development projects and preparing annual budget requests of the Forensic Science Laboratory. The incumbent of this class testifies in court regarding laboratory analyses and the significance of results. General supervision is received from a Police supervisor. General supervision is exercised over a number of laboratory personnel. Does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative Only)

Administratively directs and supervises the day-to-day activities of the Forensic Science laboratory, directs and supervises crime scene processing and reconstruction;

Assists in the overall administration of the Forensic Science laboratory by recommending the scope of laboratory programs, setting policies, selecting and evaluating employees and authorizing requests for supplies, equipment and reagents;

Supervises a program of instruction and training for Forensic Science personnel;

Evaluates current and new methods of analysis;

Conducts research and development projects;

Directs internal and external proficiency testing programs;

Prepares annual budget requests of Forensic Science Laboratory;

Testifies in court regarding laboratory analyses and the significance of the results;

Maintains complete, adequate and easily available records suitable for submission as court evidence;

Attends training sessions to keep abreast of new laboratory procedures, techniques and equipment;

Participates in the teaching programs of the Department.

MINIMUM QUALIFICATIONS:

Candidates must meet the requirements of one of the following groups on or before the date of the examination:

OPEN COMPETITIVE: EITHER

A) Graduation from a regionally accredited or New York State registered graduate school with a Master’s Degree in Forensic Science, Chemistry, Pharmacy, Physics or Biology, which must have included twelve (12) hours in chemistry, and six (6) years of experience in criminalistics and/or forensic chemistry; or

B) Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor’s Degree in Forensic Science, Chemistry, Pharmacy, Physics or Biology, which must have included twelve (12) hours in chemistry, and eight (8) years of experience as described in (A); or

C) An equivalent combination of education/training and experience as defined by limits of (A) and (B).

SPECIAL REQUIREMENT:

Possession of a valid New York State Class D Driver’s License

SCOPE OF THE EXAMINATION

There will be no written or oral test for this examination. If you meet the minimum qualifications, you will receive a rating based upon an evaluation of your training and experience against the duties of the position being tested.

Candidates must first complete an examination application and return it to the Yonkers Municipal Civil Service Commission on or before the last filing date of DECEMBER 31, 2007.

Approved candidates will be sent a notice containing directions to a website address needed to complete a Training and Experience Questionnaire.

The Training and Experience Questionnaire will be available on February 1, 2008 and approved candidates will be required to complete and submit this questionnaire between February 1, 2008 and midnight, February 29, 2008. NOTE: Candidates will not be able to claim any credit for training or experience gained after the application filing deadline of December 31, 2007.

Candidates who fail to submit a questionnaire by midnight, February 29, 2008, will not receive a rating.
