NYC FF charged with Grand Larceny

I tried posting this before; I guess it didn't take, but here it goes again. There was an article in the NY Daily News regarding FDNY firefighter charged with grand larceny; apparently others recently have been caught doing the same thing. I wonder if this has been a problem in other departments or Just a FDNY issue.
