What's up with the brown torpedo's?

Can anyone elaborate on what the brown torpedo looking devices are along each entry point to the Bronx River Parkway?

They are retractable orange safety fences. Instead of using drums, cones and horses when the parkway floods, one man can open up the unit and pull out the fence. You'll notice a receiving "shoe" on the opposite side of the road from the "brown torpedo".
