I was surprised to see that traffic related LODD's were up by 17% with so many initiatives and changes made for safety.

Perhaps its just a poor choice of words but I don't see how a year of statistics is a "trend." The fire service also had a similar occurrence in 1993 when the LODD's dropped to an all time low and everyone was applauding. Far from being a trend they went right back up to the normal 100 average over the next couple of years.

You've got a well stated point there. Maybe it was wishful thinking that it was, or would be a sustained trend.
