The minimum qualifications required for this vacancy.Minimum Qualifications Fire Protection Services shall be operated in accordance with all required current fire fighting, Air Force and agency standards and applicable regulations and agreements. Failure to maintain minimum standards may be cause for termination.

Minimum standards for employment in the ANGFPA Program consist of the following:

1. Education: High school diploma or equivalent (GED).

2. Minimum Age: 18.

3. Physical Fitness and Agility: Must meet separate entry level and annual maintenance program standards developed at State level in coordination with Fire Chief with consideration of employee age and required position duties.

4. Security Clearance: ANGFPA firefighters must obtain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas in the performance of their duties.

5. State and Military Driver's License: All ANGFPA firefighters are required to possess and maintain a current state driver's license, and will obtain and maintain a military driver's license identifying assigned fire fighting vehicles. Loss of state driving privileges will result in appropriate review and action being taken concerning military vehicle operator qualifications and/or ability to perform duties, including possible termination.

6. Uniforms: Will be worn in accordance ANGFPA standards as defined in AFI 32-2001 ANGSUP.

All DMNA Fire Fighter Titles:

Appropriate Firefighter Certification(s) must be attained in accordance with position title requirements at time of employment or placement into a specific duty. Certifications must be obtained utilizing the DoD Fire Protection School, DoD-sponsored career development courses (CDC) or equivalent training/certification accredited by International Fire Service Accreditation Congress (IFSAC) or National Professional Qualifications Board (NPQB) and obtaining DoD certifications through reciprocity.

Must be certified as, and maintain a current Cardiopulmonary Resuscitation (CPR) certification.

As a minimum, must be certified as and maintain certification as, a New York State Certified First Responder (CFR).

Specific to Airport Firefighter 1 (SG-12):

At the time of appointment, must already possess current DoD Certification, or civilian equivalents, as listed above under all titles in the following:

Firefighter II; Airport Firefighter; Hazardous Materials Operations; Driver/Operator Pumper; Driver/Operator ARFF; and Driver/Operator Mobile Water Supply.

Additional training may be required to meet operational or mission specific needs.

The duties that the incumbent of the vacancy will be expected to perform.Duties Description This position is with the New York State Division of Military and Naval Affairs (DMNA/agency). This title series exists to provide fire protection and related services to base personnel and resources by civilian employees assigned to various Air National Guard Bases (ANGB) located within the State of New York. The Air National Guard Fire Protection Activities (ANGFPA) Program shall be implemented in accordance with National Guard Regulation (NGR) 5-1 along with any agreements and appendices derived thereof, current and as amended. Further, as required and where applicable, all matters will be carried out in accordance with all current fire fighting, Air Force and agency standards. Under the supervision of the Fire Chief and in accordance with all required current firefighting, Air Force and agency standards and applicable regulations and agreements, performs fire fighting, rescue, salvage, fire prevention and other fire protection operations of base facilities, equipment and personnel including, but not limited to those listed below.

Scope of Services:

i. Fire protection for all ANG aircraft, facilities and equipment according to applicable Department of Defense (DoD), Air Force and Air National Guard directives or until the unit is mobilized under Federal Law.

ii. Monitor alarm equipment and initiate action necessary to obtain appropriate response.

iii. Administrative support for the fire protection operations.

iv. Other services necessary to provide fire protection for applicable aircraft, facilities and equipment to include but not limited to:

Aircraft Emergency Response (in-flight or ground emergencies, barriers, etc.).

Structural Alarm Response - initial response and investigation as a minimum.

Rescue Operations, including, but not limited to: aircraft egress, equipment, and automobile extraction, and facility rescue.

Emergency Medical Services (EMS) - emergency medical response certification as required by the MCA and related appendices at the time of hire, not to fall below a minimum requirement of First Aid/First Responder, and not to exceed level of training, and as approved by the local Medical Commander.

Hazardous Materials (HAZMAT) Response (DoD Operations Level at a minimum, up to the level designated by the Fire Chief).

Fuel & Hydrazine Spill Response.

Mutual Aid/Reciprocal Agreements established at the local level.

Technical Rescue (confined space, high and low angle rope, structural collapse, etc.) - established at local level.

Wild land Fire Fighting (urban-wild land interface only as required to protect ANG facilities) - determined by state requirement.

Alarm Room Operations - established at local level.

Air Force Incident Management System (AFIMS) - Fire Department ICS.

Technical Services - facility inspections, customer training, fire prevention, project plans and construction review, code and criteria review, extinguisher inspection and maintenance, systems inspection assistance, and pre-fire planning for installations, including Geographically Separated Units (GSU), according to NGB/A7 policy.

Contingency Response (bomb threat, anti-hijacking, terrorist, etc.) - determined at local level.

Participation in installation exercises and assessments.

Station duties - to include housekeeping, grounds and vehicle/equipment operator maintenance.

All Titles: To include but not limited to:

Will be required to serve a probationary period upon appointment in accordance with agency policy. Not less than 52 weeks.

An employee applying for promotion will be required to meet all certification levels at the time of request, must have a current required medical and agility examination and will be required to serve an additional probationary period.

Work schedule: Under current agreements, fire fighters will work a minimum of 106 hours per bi-weekly pay period. Current bi-weekly payroll rotation is Thursday to Wednesday. Work schedules are subject to change to meet operational needs.

**NOTE: SCHEDULE IS BIWEEKLY HOURS, NOT WEEKLY**

Will be required to work 24-hour shifts, including weekends and holidays, based on current work schedule procedures and operational needs.

Work schedules, as a minimum, will be provided 30 days in advance, but are subject to change to meet the operational needs of the Fire Department.

Must participate in all required training, certification and re-certification programs to meet operational and mission needs including: fire prevention and inspection programs and Fire Department and DoD training programs.

Will perform a wide range of fire fighting duties in relatively difficult situations including: fights aerospace vehicle, structural, motor vehicle, natural cover and all other fires as directed.

Performs all Fire Department rescue operations.

Administers Cardiopulmonary Resuscitation (CPR).

Administers emergency first aid at the first responder level.

Will follow and execute standard and specialized procedures that cover fire fighting, fire inspections, the administering of first aid and other fire fighting duties as required.

Safely drives and operates all vehicles assigned to the Fire Department.

Performs inspections and operator maintenance on all assigned vehicles and equipment in an effective and safe manner when required.

Occupational Requirements: Must meet and maintain medical and physical fitness standards in accordance with Fire Chief and all required current fire fighting, Air Force and agency standards. Must be able to wear protective equipment, weighing 50-60 pounds; have the ability to lift and move heavy objects, such as charged fire hose, fire extinguishers, equipment, and incapacitated persons; and be able to climb ladders and work at various heights.

Will be exposed to various fires, hazardous material spills, and possible explosions.

May also be subject to burns, dehydration and other effects from excessive heat, smoke, heavy protective equipment, falling materials, or explosions; physical injury and sensory damage from fire fighting activities, exposure to hazardous materials, exposure to heights or confined spaces, and high noise levels.

Must interact with victims in emergency situations that may be in various stages of fright, panic, injury and shock.

May be exposed to infectious and contagious diseases; and subject to hazards while operating or riding on emergency vehicles under adverse conditions, as well as being required to work outside in all types of weather. This work requires the use of protective clothing, such as self contained breathing apparatus, coats, boots, helmets and gloves.

Must be able to react quickly to emergency situations and maintain a professional, calm demeanor.

Must be dependable and confident in emergency situations.

Maintains Fire Department facilities in a clean and orderly fashion.

Maintains grooming standards including care of uniform and personal appearance in accordance with Fire Chief, and all required current fire fighting, Air Force and agency standards.

As necessary, performs clerical work relating to the Fire Department and/or agency including timely completion of all regularly required documentation and time records.

Overnight travel may be required.

Overtime may be required. May be required to work in the event of a major incident.

Must provide information and maintain an acceptable means of contact such as a cellular telephone or maintain a telephone at place of residence.

General computer skills are required.

Any and all other fire and mission related duties as assigned and directed by supervisor in accordance with all applicable standards, policies, regulations and statutes.

The employee must maintain all required certification levels and minimum standards; failure to do so will subject the individual to disciplinary action, including possible termination.
