  1. I do not know why they made the decision, but in general, UHF is known for better penetration into buildings. In addition, the antenna size for hand held portables is a convenient size. While there are portables on VHF-High (150 MHz) that are on the market that are only slightly longer, that antenna is less efficient than the same size UHF antenna. 800 MHz (and 700 MHz) equipment have even smaller antennas, but those systems are known for poor building penetration in addition to limited propogation.
