I found this about the Fire Protection on Governor Island Fire Protection on Governor's Island - Governor's Island was owned by the Federal Government for many years and was under jurisdiction of the U.S. Coast Guard. During this time, fire protection was provided by Federal Firefighters who were union firefighters and members of the I.A.F.F., Local F-0087. In April of 2002, Local F-0087 sent a letter to me and then UFA, Local 94 President, Kevin Gallagher. The Federal Firefighters asked us for our support to retain their jobs, either as civil service or otherwise. I called Local F87 immediately and told them that I would assist in any way possible and would support them as long as the Federal Government funded them and they remained as Federal Firefighters but would never support a private Fire Department. I also told them that the issue should be addressed through the I.A.F.F. 1st District V.P., Kevin Gallagher and the I.A.F.F. District 16 V.P., which represents Federal Firefighters. I did not hear back from Local F-0087, but in April 2003, Chief Estebo of the Governor's Island Fire Department made a proposal to reorganize the Federal Firefighters as New York State Firefighters. The main theme of his letter was that he could do it cheaper than the FDNY. It should be noted that there is no civil service title for State Firefighters. In his letter, he states that future firefighters could be recruited from volunteer fire departments and there would be no need to train them again at a fire academy. I objected to Chief Estebo's proposal in the strongest terms to the I.A.F.F. We were notified several months ago that the Federal Government would stop funding the Governor's Island Fire Department on September 30, 2003. The FDNY made plans to provide fire protection as it does for the entire City. As such, the Department is soliciting volunteers to fill this new company. We want our members to step up and fill these vacancies. It is unfortunate that the Federal Firefighters are losing their jobs, but the Federal land was sold to New York City and State. It is our firm position that fire protection in this City be provided by the FDNY, staffed by members of the UFA, Local 94 and UFOA, Local 854. It should be noted that there was talk of Rural - Metro providing fire protection. It should be further noted that most of the current Federal Firefighters were hired at "term" employees, that is, they were hired with the understanding that their employment would not be permanent. There is a letter currently being circulated by the Governor's Island Fire Department asking I.A.F.F. Brothers not to support the attempt by the FDNY to provide fire protection for Governor's Island. The letter is unsigned and not authorized by I.A.F.F Local F87. I have requested a meeting with the I.A.F.F. Local F87 on this issue.

Sgt Kelly began his career as a uniformed member of the New York City Police Department serving from April 15, 1997 until April 10, 2001. Sgt Kelly was appointed a police officer with the Blooming Grove Police Department on April 16, 2001 and was promoted to the rank of sergeant on June 26, 2006.   12. A New York resident was charged with first-degree assault and breach of peace Tuesday in an incident in which a person was stabbed with at pocket knife at Foxwoods Resort Casino. TPolice arrested Fen Chen, 46, of 120 Madison St., Chinatown, N.Y., after an argument with another casino patron over $2. Police say Chen stabbed the victim once in the back with a small pocket knife before both were stopped by security. The victim was treated at The William W. Backus Hospital in Norwich and released. Chen was held on $5,000 bond and is scheduled to appear today in New London Superior Court.

Times Herald-Record October 03, 2008 GOSHEN — A controversial plan to equip the Orange County Sheriff's ESU team with gun-mounted video cameras died in the county Legislature on Thursday without a shot being fired. The question before lawmakers was whether to accept a $20,000 grant from state Sen. William Larkin Jr., R-Cornwall-on-Hudson, to buy miniature cameras for the 20-member Emergency Services Unit to place on their rifles for training. What would normally have been a routine grant acceptance had become a political football in recent months because Orange County Republican Chairman William DeProspo has been acting as spokesman for an upstate company that makes the cameras and has been using the sheriff's office in its marketing. So when the vote finally arrived on Thursday, the legislator whose oversight committee supported the grant just a couple of weeks ago proposed tabling the proposal so that the money may be dedicated to other training purposes. "There was much that was objectionable about it," said Stephen Brescia, R-Montgomery, chairman of the Public Safety and Emergency Services Committee. The Legislature voted 21-0 to return the matter to committee. Brescia said afterward that Larkin has agreed to change the grant wording — for the second time — and that Sheriff Carl DuBois has mentioned counter-terrorism as one possible training use. The camera proposal has followed a meandering course since DeProspo announced at a campaign news conference a year ago that City of Newburgh police and the Sheriff's Office would be the first departments to deploy PistolCam, the pistol-mounted versions of the camera. Newburgh never pursued the idea. And it turned out the sheriff's unit wanted rifle models and only for training purposes, as DuBois later clarified. The cameras wouldn't have been deployed in armed confrontations. PistolCam's makers have been marketing the device as an unbiased source of evidence in police shootings. Brescia said Thursday that complaints about DeProspo's involvement and his company's use of Orange County in its marketing had made the camera proposal untenable. "The appearance didn't look good, and we were all concerned about that," he said. But he added: "It looks like we're not going to lose the grant, so everybody's happy."
