  1. Is the Special Operations Response or Communications/Command truck a "factpinon"? Is the fact Empress has worked closely with the fire department to prepare and obtain equipment for disasters a "factpinion? Is the amount of training Empress gives its personel a "factpinion"? Is Empress being the first agency in the county to try something new on multiple occasions a "factpinion"? Is the fact that Empress has a supervisor dedicated to Yonkers a "factpinion"? Is the fact Empress has served the city for over 20 years, building relationships and knowledge, a "factpinion"? Has the fact that Empress is one of the only companies that hasn't changed names or hands a "factpinion"? I think if you check my facts, you'll find them correct.

    Anyone can provide basic EMS in Yonkers, but no one can or probaly will provide the service Empress EMS does.

    So, how is it "laughable"?

    Now, a seperate issue, Transcare offered a second ambulance, it's too bad Empress didn't have a chance to make an offer or have a chance to show how and why their system works.

    Actually, with the exception of the SOR vehicle's existence YES, the rest are all 'factpinions'. The existence of a relationship with the city/FD/PD is NOT a guarantee of future performance and in fact can be a negative because exceptions to agreements/rules/contracts are now pretty much expected or allowed (thats an opinion on my part). We can go back an forth with things that Company A has or does versus Company B has or does but at the end of the day, guess what? EMS IS A BUSINESS. There are no allegiances amongst companies, amongst municipalities, amongst workers. If Empress wants to make sure that they keep a contract, they have to make sure that they provide a service that is SO good that no one else can 1.) offer or 2.) actually provide. Does Empress do that for Yonkers, maybe, guess we'll find that out over the next few months. Did Empress do that for Mount Vernon? I'm gonna have to say no since Mount Vernon walked away from a 15 year relationship. As for the ins and outs of how or why that happened? I don't know the behind the door dealings but I do know that this is what can happen in ANY commercial provider agreement, any company is one handshake away from a 'contract', that's the nature of commercial EMS. To expect anything otherwise is laughable.

  2. How did they get the MV contract?

    There is no 'contract', there is a response agreement. What did they offer? A second dedicated ambulance and a guaranteed better response time than Empress was providing. The city now tracks response time with Transcare, something it didn't do with Empress in the last few years.

    I love the assumptons left and right here, it's laughable. Assuming about training, ability to cover contracts, relationships, equipment and billing rates. LET'S NOT CHECK THE FACTS BEFORE WE POST, LET'S USE FACTPINIONS!!!


  3. My ? is in a pursuit y do they chase with 8 police car y not just 2......

    Some departments have a '2 or 3 car involved in a pursuit' policy but if you have more than 2 or 3 jurisdictions involved it gets complicated. A chase that starts in Yonkers and ends up in, lets say Harrison will have Yonkers POs not knowing where they are going.


  4. I agree bail is not punitive. Bail is designed to keep people that are a danger to the community off the streets so they can not harm anyone until their trial. So again some one who is willing to lead the police on a pursuit endangering the lives of the police and any citizens in the are is a danger to the community and I feel that my children's lives are worth a hell of a lot more then $500!

    Bail is to ensure the return of a defendant to court, it is NOT designed to keep people that are a danger to the community off the streets.


  5. Why the sudden change? Was there a problem with the original way of doing things? Does the PD have the capability of talking to EMS directly and vice versa or do the PD Dispatchers have to contact FDMV Dispatch to relay pertinet info from a PD unit already on scene of an incident. I don't see the benefit only a delay in Communications which could be disastrous in the long run."If it aint broke don't fix it!"

    The FD Commissioner asked to take it over. EMS still has a PD radio and a FD radio.


  6. Sort of. Mt Vernon is a Project Impact city and periodically State Troopers are assigned to augment MVPD patrol forces. MVPD also does special details involving the State, County PD, and MTA PD to "saturate" the city with cops.

    Impact with the state police has occured on less than 4 dates in the last 2-3 years. They are not assigned or designed to augment patrol, their role is traffic enforcement. The details with the County PD and MTA PD are also for DWI/traffic enforcement and are also limited to about once a year (the Border Patrols).


  7. Chris, my thoughts exactly. Its quite obvious that the City of Newburgh needs all of its emergency services, instead of making cuts.

    Its a shame because there are some decent parts of Newburgh, but the "bad areas" far outweigh the good ones. I like to go to some of the restaurants/bars along the waterfront, but getting there is an eye-opener. Id much rather go on my boat so that i can avoid these areas. I can remember our realtor showing us a house off of Broadway and i was like "seriously?" It can be quite scary to drive through the City. My wife, who is from Vermont was quite shocked to see children, some barefoot, playing in the street with no parents in sight. This was a shock to me as well, but not all that surprising.

    Its great that the OCSO is stepping in to assist in patrols, but how long will that last? A City such as Newburgh should have a big enough police force so that it can be self-reliable. Im all for agencies assisting one-another, but it shouldnt be something to rely on. It seems as though Newburgh and other cities such as Mt. Vernon continue to ask for help instead of resolving their own issues.

    Mount Vernon has other agencies patrolling the city? This is news to me....


  8. Is there a clause? Why would it limit the size of the FD? (Just curious- is it an antiquated charter?). Is that something that can be changed?

    So, if the funding for the grant runs out, does that mean these officers could be out of a job in three years? (given there aren't any vacancies, etc)

    In three years they could, but with the turnover rate in Mount Vernon there are bound to be at least 50 people below them in seniority.
