  1. As a tax payer in the town of Eastchester, my sense is the officials in the town and the two villages do not want to get involved. They view the EFD as a separate entity. At one point I asked one of the mayors for their view on the consolidation concept and they would not address.

    The residents of the town and villages do not understand the $14mm operating budget. Let alone the capital needs. We have no working ladder. Will the tower get more wear and tear so are we talking well over a million dollars if not closer to two to replace both within a short timeframe? And then the engines. Except for E29, they seemed to be acquired in a relatively short time frame. And the fire houses need Improvements.

    Absent a sad event demonstrating the needs of the department, I am not sure how we get the residents to understand. And we are talking about a deparment in one of the weathiest areas in the country with what seems to be substantial neeeds! My impressions may not be correct and I welcome correction.

    But sadly I think I am not that far off.

    We have a new commissioner this year and a new chair of the board. Maybe we will see improvements.

    The Town and Villages cannot get invovled, as the District is a completely separate government entity.

This is not completely unlike my suggestion in a previous thread for a "fly" engine to cover a couple of towns/villages, staffed by one or two members of each department daily, 7:00 am to 6:00 pm and available to respond immediately to any calls in the combined villages. It 'guarantees' a quick response and spreads the load.

    On a County wide level, the County could place a paid engine/crew in strategically located local firehouses that have the available apparatus space and amenities for a daytime crew. From there, they can be dispatched to

    various local communities as an initial response to supplement the local volunteer departments. Looking forward, compact quints would make the ideal first response apparatus.

    The biggest drawback would be if the local volunteers reduced their response in light of "the County truck will take care of it".

    What Texas did is forward thinking, solution oriented action. It's commendable. As I also said in a previous thread, it's unfortunate to see so many new firehouse being built or renovated without any accommodation for

    bunk space. That's not forward thinking.

    Is this what is done in some counties in Maryland around Metro DC?

    I think its a duct-rodder. Used to pull cable from manhole to manhole.

  5. Lets throw another wrinkle into this. 1st its not that Pelham will not provide additional taxes, in reality they can't. Because the population is so small, the per capita costs to improve are never going to happen. The real issue for Pelham, Pelham Manor and any other small community FD or understaffed FD (career, combo or vol.) is ISO's plan to change the rating system this year.

    Under the new plan, any dept that responds to fire calls with fewer than 6 firefighters (2 in / 2 out, MPO & IC) will automatically become an ISO 9.

    What does this mean for Pelham?

    Annual insurance premiums for commercial and residential properties in Pelham is approximately $5.1 million. In Pelham Manor the premiums are approximately $5.9 million. Combined, the property owners in Pelham and Pelham Manor pay roughly $11 million per year in premiums.

    Both PFD & PMFD are ISO PPC 4's. If the 2 depts do not restructure the way the respond to fire so the have at least 4 interior qulified members + an MPO & IC, Both villages will see the ISO change them to 9 and the insurance premiums will go up by 40% per year. Thats a combined increas of $4.4 MILLION.

    This increase is more than the current combined budget of the 2 fire departments.

    Meanwhile the Pelham Village Mayor and Board are considering reducing manning.

    I suspect nothing will change until the ISO rating does and then the finger pointing at village hall will begin.

    I agree, but how many people: A) know what ISO rating is, and B ) will know who to blame.


  6. Soooooo-

    I just got a new Dell Dimension 570. Have a SimpleDrive external hard drive. Plugged it into a USB port in the back of the tower and it works. Now today, wake the computer up from sleep and hard drive seems to have corrupted. Hard drive is stil under warranty.

    But......

    Put the hard drive in a USB port in the front of the computer, and it works. Whats going on?
