HFD...I couldn't agree more with you. I've never figured out how when something works so well in so many other places with similiar and completely opposite demographics, you still hear the "it won't (can't) work here," phrase. It can work here if you do it correctly and that starts with understanding it. TAKE NIMS OUT OF THE THOUGHT/VERBAL PROCESS and that is a start. NIMS is the national model of incident command...what we need to learn, understand and use is the basic ICS within the NIMS programs. Starting with good learning and using it in training and with smaller scale incidents is the start. Don't be afraid to ask someone who has used it or teaches it to come in and do it with you. It works so much better for accountability and job tasks its ridiculous...again if you do it right and just have some determination to flow with it to get used to some subtle and sometimes larger changes.
