CARMEL - A Dutchess County man was nearly spent yesterday morning after clinging to his capsized rowboat in the frigid waters of Lake Gleneida for 30 minutes before police rescued him.

Richard Shinkaroff, 45, of Wingdale, was taken to Putnam Hospital Center, where he was treated for hypothermia and exhaustion after Putnam Sheriff's Deputy Vincent Dalo and Kent police Lt. Alex DiVernieri pulled him ashore around 7 a.m., said Capt. William McNamara of the Putnam County Sheriff's Office.
