So what annoys me about this? These places are getting tax breaks, yet they will place a greater burden on the EMS system, and EMS isn't going to see any of the "financial benefits" except possibly billing the patients. Maybe they will contract to private company. And it may also stess White Plains ER even more.

Two assisted-living centers proposed for Scarsdale and White Plains would receive tax breaks totaling $3.1 million through the Westchester County Industrial Development Agency.
