Description:Initial report of male with head injury, hit in head by falling spool. Male reported to be down on ground. First unit (E2) arrived and located patient on 2nd floor of high rise building under construction with access difficulties. E2 special called for a tower ladder for patient removal then declared a technical rescue. Due to a previous working fire there was a reserve Deputy Chief in service. Police requested Federal OSHA respond.
