Its all about responsibility. I know this topic is basically dead but w/e. If you give your younger members keys to the dept., lay down the rules and make it obvious that if one guy/girl messes up, everyone suffers and the keys are revoked forever for all j/c. If you cant trust them now to be alone in a firehouse, how could you possibly trust them in two years time to be watching out for your life in a house on fire?
