Ok, what's this mean for city speak?

"Fire is doubtful..."

Was it also pensive and angry???

Seriously though, what does it mean?

(doubtful) will hold means that the fire ground is active and the o/i/c may need more manpower and equipment to control the fire.

FDNY has three stages.

Fire is Doubtful will hold

Probably will hold

Under Control.

Along with giving an idea of fire conditions it will also trigger events. For example you have a fire in the first due area of a Squad. The Squad is now and Engine and the normaly assigned Squad is not availble for the 10-75. Add to that Rescue is also out of service due to a Pin Job. So when the 10-75 was giving you get no Rescue or Squad, however when you give the All Hands with DWH you then get the next squad and Rescue. If they gave the PWH then you wouldn't get the extra units.

"Fire is Doubtful" is an answer to the dispatcher's question "What is the control of the fire?" that is part of progress reports that are given throughout an incident. "Doubtful" means the fire is not under control yet.

Just to clarify,

Doubtful

Probably will Hold

Will Hold

Under Control.

How I explain it to those of the untrained ear, Doubtful means the IC doesn't think they will be able to hold it with what they have. In other words, there is DOUBT it will be placed under control.
