  1. He can based on the complaint of the firefighter as long as a supporting deposition is filed AND the firefighter would have to appear in court.
  2. North White Ladder 47. Aerial towers (tower ladders, etc) will almost always have a pre piped water way as it is difficult to secure a hose to it. With straight sticks, cost and maintinance are big factors. If the water way isn't pinned properly it could cause problems. If the water way is damaged, the whole vehicle is layed up. It doesn't take alot of time to lay out the hose to set it up. If your using the stick for access and egress, it's one less thing to get in the way. Another is FDNY.
  3. In addition to the ladders mentioned, FDNY's straight sticks are without pre-piped water ways.
  4. If there is injuries as a result of a violent crime the address shouldn't be given unless the scene is secure! For volly agencies, get the crew in quarters and give the info via the phone. The ambulance should by placed on stand by, either in quarters or nearby the call location, any await confirmation from PD that the scene is secure. If the dispatcher has any indication something is wrong, notify PD and have the ambulance standy by. Do not give out the address over the air! I have been in the awkward situation of being dispatched to a "difficulty breathing". Upon arrival I learned that the breathing difficulty (hyperventalation) was a result of a domestic dispute and the other party was sleeping in the next room! I was fortunate enough to get the patient outside and waited in my vehicle untill arrival of the bus and PD.

If a vehicle is down for maintanance it is out of service for maintanance. If a vehicle is committed to a special function, you are out of service on a special detail.
  6. What's even worse is when Somers Chief car "2441" operates at an incident with Putnam Valley's tanker "24-4-1". Yes, it has happened, and that's confusing!
  7. An individual may be a good leader if he's not qualified on a vehicle. If we had all leaders that aren't qualified, who's going to train? A company level officer should have an all around knowledge of the apparatus, period. Who's the pump op going to go to when there's a problem with the vehicle? The officers are responsible for the training. Even if the officer doesn't drive it for what ever reason, they are not going to know first hand how the vehicle handles. So how can he train others? Todays fire service is very litigious. We need to wake up and get with the program an get these people the state training. It holds up alot better in court that way.
  8. A post incident critique is an excellent tool. Unfortunately it is under utilized. The critique is generaly a round table type discusion with the IC of the incident as the moderator. In critiques I've done I've used the COAL WAS WEALTH size up based on the dispatch infomation. I've put together power point presentations based on radio communications tapes and photos of the incident. It is important that the critiques don't become a finger pointing fight fest but a mature discusion to determine on what we can do to do a better job next time.
  9. Somewhere in the thread I read that Eng Co officers need pump op's. While it's a good idea, wouldn't it be better if ALL drivers have the class since they're the ones that will most often be on the pump panel? Officers should know (among other things) the entire operations of the vehicle assigned since he or she will likely train others on the vehicle.
  10. The water source officer or water supply officer is an appointment under IMS or ICS. I have seen both lines officers or mutual aid chiefs fullfill the position. The water source officer is appointed by the IC. The water supply officer is most commonly used during a tanker operation. The water supply officer is responsible to coordinate the tanker drops if there are multiple dump tanks and to coordinate the fill sites if more than one are needed. While there is nothing that says an individual must have a certain level of training to hold the post, it should be someone familiar with tanker op's and IMS. It would be a plus if the individual is familiar with the tankers being utilized. Whether the tankers have dump valves, where they are, size of the tanker, etc.
  11. I think the only part of Putnam that is Cablevision is the southern end of Putnam Valley and Phillipstown. The rest is Suscom (formally RCN).
  12. The Continental Fire Department not only covers part of the Town of Cortlandt in Westchester and Town of Philipstown in Putnam but the firehouse sits literally on the county line. The firehouse in on Spy Pond Rd, off of Highland Dr in the Cortlandt Lake community. The CVFD's primary dispatch is through Putnam County but has communication ability for Westchester. Further more, every vehicle is assigned two sets of identifiers. One for Putnam, one for Westchester. The Town of Cortlandt is in contract with the CVFD for it's fire protection. The current contract is $71,000 a year for 2005, 2006 and 2007 per the Town of Cortlandts Meeting minutes of 10/04. I would imagine they have a similar agreement with the Town of Philipstown
  13. I can think of times there have been more tankers in a Sound Shore City than the Northern County due to water main breaks. If memory serves me correctly, there was a tanker standing by every station in this city under mutual aid. If all departments got on the same page and shared resources, it wouldn't be a problem.

  16. The problem with this is if the FAS team has to goto work, there goes your accountability officer. Since the FAS team should always be at the ready, you may not always have to time to transfer accountability to someone else. To do an effective job as accountability officer, you should not be assigned any other tasks.
  17. Because of firefighters doning scba's when they should be belted in when responded to alarms, Chief Alan Brunacini of the Phoenix Fire Department ordered all scba's removed from cabs of the apparatus.
  18. Even if there were multiple calls on the incident, those are not proper statements when handling the calls. When someone calls 911, they expect help. Not sarcastic comments like too bad and shouldn't be playing games. Not only were the comments uncalled for, the tone of his voice was out of line.

  20. I too have heard of agencies doing this for "insurance reasons". I don't think it will hold up well if you're transporting Mrs. Jones with lights and sirens for a hang nail with lights and sirens and you happen to hit a car load of nuns.
  21. If I understand you correctly, the hard suction used to fill from a static water source are most commonly 6 inch. I personally don't know if Yonkers carries LDH. From what I have seen, most departments in the lower end of the county that do carry LDH have 4".

    This is not the fault of the county. There have been numerous meetings at the DES regarding this concept before any trailers or buses were issued (with the exception of the six original squads). Reprentatives off ALL county FD's and VAC's were asked to attend. Even if the ABC Fire Department is part of the squad, Joe Blow firefighter can not be unless he has a minimum of hazmat tech along with an in-service of the equiptment.

  24. Since every situation is different, there is no ONE answer. If the truck co is the first unit o/s, the officer is the automatically the IC untill transfered. Upon arrival to a 10-75 to a P/D and all the occupants are accounted for S&R may not be high on the priority list. If the are unaccounted occupants, then you may start searching before the arrival of a charged handline. With that said, if the truck is first o/s, acceptable roles for the company would be VES, S&R, or mitigate hazards (utilities). If there is command established prior to arrival, it's up to the IC.
