let me weigh in on this- I have been quiet too long. NYS OFPC has set the standard--let me explain-- FF1-FF2-survival-FAST-RES tec-Eng Co operations-truck co ops-haz mat the list goes on. add them up and guess what you come up with the career standard or close enough. give or take a few hours. so the career firefighters get all of this at one shot we call it probie school or Career Academy or what ever name you want to give it. On the other side OFPC has divided all the classes into separate training modules. so it is possible and is being done by firefighters all over NYS just in a different manner.
So the Training is out there just in different formats.
Now for the quid pro quo--is spelling and grammar correct??
OFPC has left it to--"AHJ" authority having jurisdiction---gotta love spell check to establish the standards for individual fire departments.
The State legislature has established the Standard for fire departments with more then five personnel. that would be the 229 hour standard we have in NYS.
So the Career department are mandated by State Legislature and the other departments aren't-with the exception of OSHA and haz mat.
Have a Merry Christmas and a Happy Holiday season and above all be safe out there.

its called TOAC--task-orientated-air-consumption. it is given in the third session of FF1 a student will be given two chances to pass the TOAC. the second chance will be given later in the course. The TOAC students will have a set of vitals taken before and after the test. medical staffing must be present during the testing.
There is a lot more then just this--there are 16 skills that have to be done and signed off by the home department. New Books-- its the start of a new look for OFPC. this new FF1 class will allow students to take National Certification upon completion. and by the way signing a false skill sheet is considered a misdemeanor and may be punishable.
FYI-- CPAT is considered a entry level test..TOAC is considered skills oriented.

Why is there a debate at all? It clearly states that for every two certified firefighters who enter a structure to provide firefighting activities there SHALL be two certified firefighters outside to save them should conditions fail and they require a rescue. Plain and simple, period, not up for interpretation.......

    1) The "plan" says you are suppose to respond if you can. But you are not required to give a reason if you can not.
    2) The system does not document that. Their is no place to put "no" into what you are going to do.
    3) Each Fire Chief fills out who he wants and for what and in what order. If everytime you are asked to respond you are "unavailable" for what ever the reason, the chief will change his request list, because its not helping him.
Everyone keeps assuming that YFD will not respond to MVFD, but if they are not called, they clearly never will (btw I know YFD was in MV on MA within the past 2 months).
    4) YFD has in the past said they will respond to fires or station coverage when asked, but they expect the dept to make an effort to recall to restaff the dept. and they will not cover a station indefinitely

40 years ago today I along with the rest of the Port Chester Fire Dept and the Greenwich FD responded to Gullivers restaurant and bar in Port Chester on the state line with Greenwich Conn. We lost 24 that night some my friends but saved over 100 also that night. I saw acts of bravery that to this day are unmatched by anyone. We gave it our best and for the guys on the front line that night we live with it and still do everyday.

Today July 1, 2014 we take time to remember our brothers:
    Captain Richard Williams,
    Lieutenant Richard Reinhagen,
    Firefighter Steven Ennis,
    Firefighter illiam Kresja,
    Firefighter Leonard Radumski
Who made the supreme sacrifice 26 years ago while operating at alarm #1177. Please take a moment to remember these brave men and say a prayer for them, their families, all the firefighters who have given their lives in the line of duty, and those firefighters who protect us day in and day out across this county.

I will never forget watching this fire on the noon news with the members of NRFD Station #3. We sat at the kitchen table and moments before the collapse that killed these 5 brave firefighters, we recognized the danger.

Never stop learning, Never Stop Training, The Building is your Enemy.

Many did not learn the lessons of the Waldbaums Fire, but Hackensack was the wake up call. "Beware the Truss" - F. Brannigan.
    ...Never Forget!

And if you do not know what happened that day, you need to understand it or get out of the fire service!

Much of what was learned that day is still not done in Westchester. I see career and volunteer depts. that did not learn the many lessons that this tragedy taught me!
And the lessons go way beyond the Truss!

Never grow complacent. Keep learning. The only constant is change. Even the best tactics and procedures need to be reevaluated when the community changes.

Rest in Peace Brothers. We will not forget your sacrifice!

It is an excellent look at complacency, traditions, change and leadership.
    NEVER FORGET!

I just saw a article about bullet proof blankets that children can buy to protect them selves. We shouldn't have to invent theses things for our school children---they should be safe in schools.
there should never be another Newtown again but sadly there have been a lot of school shootings since that tragic day.

Funny you should mention training, Capt32. I learned water rescue using a boat when I was about 16 years old. That's 50 years ago, but this was the first rescue of a swimmer in trouble I ever made. My son is on the VBFD Tech Rescue team and learned the evolution a few short years ago. When the rescue was being made, we were both exactly on the same page. Each knew what the other was doing. Communication between us was clear and concise and both of us knew the drill step by step. That was an operation conducted by two generations of firefighters.
You might need your training today, tomorrow, or maybe 50 years from now. When the unusual situation comes along, it usually comes quickly "Whoop...there it is." Ours is the only profession that has to commit every training course to memory and remember it forever. Do you remember high school trig? Probably not. But do you remember the signs of impending backdraft? I bet you do...forever.
Tommy Brennan (RIP) used to say that a good firefighter has to fill his head with "stuff" and be able to get up at 2am from a sound sleep and be able to pull that "stuff" back out.

As some one that knows Chief Raftery pretty well his statement of being in the right place at the right time is perfect. He did however leave out one thing-- he has never forgotten his training. His training was the difference between life and death that day.
as for his 15 min of fame?? thought that was taken by the East Hartsdale fire its the only fire that I know of that had departments from the river(Hudson) to the Long Island Sound involved in some way. and from the NYC line to I am not sure how far north the mutual aid was involved.
So great job by the Raftey family and my he not go to the fire station in the sky for a long long time

The 360 is not a newly instituted part of tactics, and it is not necessarily done by the IC himself, but by a subordinate who is assigned by either the IC or assigned by a SOP. Part of the roof man or OV man's responsibilities is to check the rear and report. Chiefs that are lucky enough to have an Aide will often send the Aide to do the 360. Of course, the IC can elect to look for himself.
