Cleanup begins after wild Ernesto rips through Lower Hudson

By BRIAN J. HOWARD

THE JOURNAL NEWS

(Original Publication: September 3, 2006)

as of 4:00 PM

Utility crews are working this afternoon to restore power to as many as 160,000 people in the wake of Ernesto, the tropical storm that slammed the Lower Hudson Valley yesterday, toppling trees and downing power lines from Monsey to Mount Vernon.

In all, the New York metro area only received about an inch of rain yesterday — it was the high winds that caused much of the damage.

Wind gusts were clocked as high as 50 mph in some areas, according to the National Weather Service, but no major injuries were reported by this morning.

Utility crews, spread thin by the scope of the damage around the region, are under pressure from frustrated customers and local officials to turn the lights back on for the thousands of people affected.

Consolidated Edison was reporting at 4 p.m. about 42,000 customers, or an estimated 160,000 people, still without power in communities across Westchester, including several thousand in the cities of New Rochelle, Mount Vernon and Yonkers.

"One of the problems is there are a lot of closed streets," spokesman Chris Olert said. "Unlike police and fire, we can't go lights and sirens."

Crews from Albany and Rhode Island have joined the effort to restore power.

About 11,000 New York State Electric & Gas Corp. customers in Putnam and northern Westchester counties were still without power as of noon, down just a bit from the 12,000 reported last night.

The numbers are almost evenly split between the two counties, spokeswoman Kathleen Abels said. Out-of-state crews were called into assist NYSEG personnel. Most customers can expect to have power restored by nightfall, she said.

Dry ice and bottled water are being distributed free of charge by NYSEG at the Lake Carmel fire house on Route 52 in Kent and at the Amawalk Fire Department, Route 35 in Somers near the Yorktown border.

There were still 900 Rockland County customers without power this morning, said Orange and Rockland Utilities spokesman Mike Donovan.

That's down from as many as 7,500 whose service was affected at some point during the storm. There were 20 O&R crews, plus another 20 contract crews from as far as Boston, working to restore service today.

Police all over scrambled to deal with downed trees and wires and closed roads.

This morning Westchester County Police were urging motorists on the Bronx River Parkway to use caution at Fisher Lane in North White Plains because the traffic signal was out.

Westchester County's popular Playland Amusement Park in Rye was closed for the second straight day today and Glen Island was closed to large parties, both due to power outages.

In Mount Kisco, the loss of power was affecting the village's water treatment plant, which was operating on backup generators.

In Scarsdale, highway crews were responding to a whopping 105 locations where trees were downed by the storm. However, no road closings resulted.

19,700 customers still without power in Westchester, 400 in Putnam, 140 in Rockland

By THE JOURNAL NEWS

FROM STAFF REPORTS

(Original Publication: September 4, 2006)

as of 7:25 AM

An estimated 19,700 homes and businesses remain without power today in Westchester County, 400 in Putnam and 140 in Rockland after Saturday's rain and winds from the storm Ernesto.

Con Edison spokesman Alfonso Quiroz said the utility had 19,000 customers without power in Westchester. Outages were scattered around the county. The utility has 400 crews working to restore power, he said.

An estimated 69,000 homes and businesses lost power at some point after Saturday's storm; power has been restored to 50,000 Quiroz said.

NYSEG has 700 customers without power in northern Westchester and 400 in Putnam, spokesman Jim Salmon said. Power should be restored to all of them by midnight tonight, he said. NYSEG has brought in extra crews from around the state to help to restore power.

The most NYSEG outages were in Putnam Valley, Yorktown and Carmel.

In Rockland, the outages are scattered around the county, Orange & Rockland Utilities spokesman Mike Donovan said.

Forty crews are working to restore power — 20 Orange & Rockland crews supplemented by local tree contractors, as well as utilty crews from Pennsylvania and Boston.

Donovan said he could not predict when everyone's power would be restored, because the work is lengthy and intensive, often involving cutting up trees before crews can put wires back in place. "You just grind out the work," he said. "It's a house at a time."

14,000+ without power in Westchester; Rockland, Putnam OK

By WILL DAVID AND ROB RYSER

THE JOURNAL NEWS

(Original Publication: September 5, 2006)

as of 8:25 AM

Three days after a heavy rain storm struck this area, a spokesman for Consolidated Edison said 14,300 homes and businesses in Westchester were still without power this morning.

In Rockland, nine customers were without power at 7:30 a.m., Orange & Rockland Utilities said.

Con Edison spokesman Alfonso Quiroz said the bulk of its 14,300 customers affected were in lower Westchester, but he said he did not have a breakdown on the specific municipalities.

A spokesman for New York State Electric and Gas said about 20 customers remained without power this morning, in Bedford. The utility expected to restore power by early afternoon today.

NYSEG reported no outages in Putnam County.

Con Edison's Quiroz said 450 crews from the utility company were working to restore power this morning.

He said they were hoping to have the bulk restored today and the balance tomorrow and Thursday.

The slow pace of the repairs has been harshly criticized by some Westchester residents who were out of power since Saturday. To report a power outage, call 800-75-CONED.
