Then why do we give firefighters bunker gear? Doesn't the encapsulation give them a false sense of security and allow then to get hurt?

Agreed but its the training that the firefighter receives to know when it is time to get out. As a trained firefighter you know the signs and symptoms of when it is about to hit the fan. I'm pretty sure that since police officers have ballistic vests they don't put them selves in any more danger then if they were not wearing them. Bunker gear is just that gear until you are trained on how to use it and its limitations.
