Spy Shot - EFFD 3916

A couple of Spy Shots of the new East Fishkill 3916, a 2009 Spartan/Marion, 1000 gallons, 1250gpm engine which is replacing a 1979 Continental Hendrickson which has been refurbed twice including a new cab in 1996. Should be making it's way to New York from Marion, Wisconsin in the coming weeks.

Im from the EMS side of the tracks, so pardon my ignorance. What is the purpose/function of the 4 lights arranged vertically below the 16 (in 39-16) on the first pic? are they tank level status, Incident Command function, control status, terrorist threat level (joking on that one)?
