Yonkers FD bidding on new tower ladder ?

There was a notice to bidders in last Friday's newspaper and it was vaguely worded seeking either a brand new tower ladder or apparatus for the existing ones. Can anybody clarify please? And if it is a new tower ladder, where will it be located ???

I heard vague rumors a few weeks ago of them putting a third tower co. into service. Source was pretty sure it would be stationed with Squad 11 on the East side.
