Who does the decision about the Fieldcom's response fall under? Is there still a "Fire Council" or Fire Chiefs association that could look into why it is not responding to these type of incidents? Maybe they don't want to pay the overtime to the Dispatchers who operate it, or the communications center doesn't have the personnel to spare.

Rockland County is banking on foam to help it fight fires caused by an oil train accident or gas tanker explosion
Its latest tools include a trailer containing 600 gallons of foam concentrate and a device to shoot foam solution hundreds of feet away.
"This gives us the ability to get started right away in the event of a major flammable liquid fire," Dan Greeley, assistant director of Rockland County's Office of Fire and Emergency Services, said Tuesday.
The state recently sent the trailer to Rockland, one of 19 county and fire departments across New York expected to receive one. The trailer will be stationed at the Orangeburg Fire Department, Greeley said.

One of the problems I see in some departments is that the Commissioners are there to support the Chief and allow him to do his job, not the other way around. When Commissioners try and run the department, that turns a lot of guys off. How are you supposed to retain guys when you've got a governing body that's oblivious to what the rank and file wants and needs? Well run departments, like Bedford Hills, the Chiefs and Commissioners work quite well together, and you can see it in their high manpower turnout at calls and their pride.
