Wow, very progressive idea. I like it. I assume its all been planned out how the chain of command will operate when the "backfill" officers work in another town. Good to see departments planning ahead and recognizing the fact that they will be down significant manpower in the event of these incidents.

I'm actually surprised we're not seeing more of this, and on a larger scale. "Disaster Recovery Plans" seem to be the latest trend from the federal level all the way down to the State Department of Health directives. Working for an agency that receives state and federal funding, I have had to submit emergency preparedness plans that cover mass absences due to illness and how to deal with it, among other scenarios.
