Pro164 is on sale for 150. Simple to use will get the job done.

Watch some of the used ones, they don't do. The 6.25step that you would need for the city.

Any analog TrunkTracker scanner will follow the Westchester UHF System. You do not need a digital scanner unless you want to listen to Yonkers PD, Greenburg PD or Dobbs Ferry PD (those are the only local agencies using digital at this time).
