    The Westchester County Department of Emergency Services need to have its roof replaced. It has been in disrepair for years, there has been injuries due to slip and fall on wet floors and equipment and gear getting wet from the leaky roof. Tonight the Westchester County Board of Legislators has the replacement of the roof on their agenda. A bond Act was presented to the Board thirteen months ago to fund the replacement and the Board refused to act. It is now said that the BOL want to obtain the funds from the DES operating budget. Operating funds are for training and staff, not capital projects. I'm sure after hurricane Sandy the DES operating budget is stretched to its max. With Bond interest rates at its lowest, it would be appropriate to bond the replacement and its my belief the only way to fund it. I would like to ask my colleagues to contact the Board of Legislators TODAY by email and urge them to BOND this badly need project. This is what I wrote and emailed to them.

    OFD arrived with ladder 41, Engine 97, Engine 100 ,2331 and 2334. and 25 Ossining Firefighters. There were no Sing Sing Fire brigade members. OFD was escorted in and a count was taken of the FF. There was no delay upon arrival. We arrived at the block and was advised by corrections officers that there was a loud pop followed by smoke and then the electric going out. Once the keys to an exterior door and gate was obtained, a 2 1/2 was stretched through the door and down a set of stairs where the smoke was coming from. The stairs lead down to a utility hallway that housed steam pipes and electrical conduit. 3/4 of the way down the hall the fire was located (with T.I.C.) in an electrical room. Upon a second confirmation that the power to the block was shut off, the room was entered and a large junction box on the ceiling containing feeder cables were burning along with combutibles on the floor, The fire was extinguished and the smoke was evacuated from the building.
    Upon leaving the complex, the FF were counted and the apparatus' examined. There was no contact with inmates, many of them were still in their cells until they were evacuated. The operation went well without incident.

    I don't think Ossining will ever see a combo of volunteer/paid. We have a rooster of 481 Active members and can have up to 125 members show up to a structure fire. Last year the department took in 32 new members. The only way a department as strong as our's would see a decrease in membership, would be due to the village cutting our budget and not providing the training and equipment we need, but I don't see that happening.

    I don't think Ossining will ever see a combo of volunteer/paid. We have a rooster of 481 Active members and can have up to 125 members show up to a structure fire.     It was Ladder 41 that responded to the scene and the engines left room for the ladder. Water just started flowing upon the arrival of Ladder 41. It's easy to second guess whats going on by listening to the radio, but communication on the fire ground went well. Fireground 3 was utilized and all teams were able to communicate with IC or the operations Chief. Heat was a factor and we made sure we rotated crews every 15 -20 minutes. The building was concrete including the floors and roof. extension was limited to a few kitchen cabinets on the second floor of one unit. Utilizing the initial F.A.S. Team is not a bad thing, as long as their replacement is on scene and ready to take over FAST. Briarcliff FD did a great job as well as their Chief.
