    A Lesson Learned: Mount Kisco One Year After Hurricane Irene

    MOUNT KISCO, N.Y. – Mount Kisco officials are deeply engaged in developing a multi-hazard mitigation plan as Tuesday marks the one year anniversary of Hurricane Irene’s devastation to the village, causing major flooding and massive power outages for homes and businesses, road blockages and fallen trees.

    Mount Kisco received a $100,000 grant for the plan from FEMA in November, to which the village will contribute a $25,000 match.

    The village hazard plan committee had its first meeting Thursday to work on the assessment for HAZNY, a questionnaire from the NYS Department of Emergency Management that identifies and rates the risks from hazards Mount Kisco could experience, storm-related and otherwise.

    Village manager Jim Palmer said the committee definitely placed large emphasis on hazards caused by storms like Irene and October’s freak snowstorm. “During our discussions yesterday as we developed this plan, those two events were very much on everyone’s mind,” he said.

    The Boil-Advisory remains in effect until at least tomorrow. Water distribution points will remain until the Advisory is lifted.

  3. Just some details I thought you guys would be interested in, mostly per Yonkers OEM Twitter:

    Yonkers EOC was initially established on a Level 2 Activation at approximately 1:45 pm for all OEM and Auxiliary Police personnel. Late that evening, the EOC mobilization was at Level 1, and all officials were on night duty.

    The New York State Office of Emergency Management (SEMO) is providing assistance and some resources to the five water distribution points. See video of one of the SEMO containers here from 1:41-1:46. The City of Yonkers has provided 8,000 bottles of water to 17 senior/nursing homes. For residents going to the water distribution points they have to bring their own containers and they are to receive only one gallon per person.

    "Residents can call the City’s hotline at 914-377-HELP (4357) with any questions regarding the water main break." The hotline was established late evening yesterday.

    According to most recent (5:30 pm) version of LoHud article, water restoration is scheduled for late tonight. Boil advisory remains in effect until at least Thursday. Road closures remain, possible one Parkway lane open for tomorrow morning. Water distribution remains until problem fixed.

    Entergy Awards $250,000 in Funds to Local Responders

    Company Has Awarded $1.25 Million Since Program’s Inception

    Entergy today announced grant awards totaling $252,400 to 18 local organizations as part of Indian Point’s Safety Responders Fund grant program.

    Entergy has awarded $1.25 million to local fire, police, emergency medical response and other emergency management organizations since the program’s inception in 2009.

    “Our community first responders and emergency personnel are dedicated professionals and often risk their own safety to keep others safe,” said John Ventosa, site vice president and Entergy’s top official at the Indian Point Energy Center. “Entergy is appreciative of the work done by professionals and volunteers in our communities and proud to be able to make these considerable investments that help fund worthwhile programs and initiatives.”

    Description of Incident: 3-Alarm working structure fire. Upon arrival, L-71, E-312, and others reporting heavy flames from 2nd and 3rd floors of a 6 (or 5, there are conflicting reports)-story OMD. Fire quickly knocked down within an hour, notably due to L-71's quick response. Fire began in 2nd floor kitchen outlet/area and spread through the wall to upstairs apartment, but cause is still under investigation and does not appear to be suspicious. No injuries reported. Red Cross, with Y-OEM's help, provided emergency aid to the two out of three heavily-damaged/uninhabitable apartments (seven people total displaced).

    The day before, Yonkers had a two-alarm working structure fire on 20 Orchard Place (4-story apartment building) which displaced 22 people, and whose cause is still under investigation, but is not suspicious.

  8. A wake is scheduled at Flynn Memorial Home in Yonkers from 2 to 9 p.m. Friday. A funeral Mass will be held at Immaculate Conception-St. Mary’s Church at 103 S. Broadway at 10 a.m. Saturday, followed by interment at St. Mary’s Cemetery at 114 Sprain Road. (Source)

    Per the request of YFD, The American Red Cross will be on hand to provide canteening services and emotional support to the attendees of the funeral on Saturday. They will be located on the corner of S. Broadway and Nepperhan.

    Since I'm not so familiar with the Trunked system, could you add the appropriate sections to the list?

    I want to mainly listen to fire, including monitoring dispatch to hear about working fires or once I have heard about them to be able to monitor them. However, once the fire is going on I want to listen to all the agencies who are on scene. I also want to have the information/capability to listen to large non-fire incidents when they happen every so often.

    I'm sticking to mainly Westchester and Greenwich. There are exceptions, but I'll take care of those on my own.

    Description of Incident: 2-Alarm [or Single Alarm, see explanation above] Working Fire on the 1st floor of a 3-story wood-frame OMD. Upon arrival, flames visible from outside first and second floor walls. Primary searches were negative, as all the residents evacuated before FD arrival after hearing smoke alarms. 3 L/S/O's. Fire was knocked down within an hour. 1st (especially bathroom and kitchen) and 2nd floor sustained significant fire and smoke damage, and electricity and gas were turned off. 3 minor FF injuries reported, no civilian injuries. Fire started in faulty outlet of first-floor bathroom. Cause was determined to be electrical, the outlet had been smoldering and sparking for days. Red Cross, with OEM's help, is providing emergency aid to the 21 displaced residents of five apartments.

    04:17 hrs: Battalion 1 reports fire K/D, and checking for extension.

    04:30 hrs: Battalion 1 S/C extra Engine and Truck. S/C is E-310 and TL-75.

    05:01 hrs: Declared under control.

    07:00 (appx.) hrs: E-310 and TL-75 remaining on-scene. Relocated Companies returning. Red Cross volunteers are on-scene working with OEM to help displaced residents.

  13. Video giving insiders look in NYS EOC. NYS EOC was activated to a Level 2 (source).

    Gov. Cuomo declared a State of Emergency for Chemung County (which includes Elmira). More information here. Mayor of Elmira, where one of two possible tornadoes hit, has declared State of Emergency. Governor's Storm update (9 PM): 97,300 customers without power across New York State. Today's updates here. The storm has caused one fatality in NYC.

    On the local front, ConEd's Storm Outage Map reports that appx. 70% of the Westchester residents who lost power have gained it back. Newsday Westchester article (with photos); Journal News article (and some photos). As of 10 AM, the map is reporting that only 30 Westchester customers are still out and are expected to get power back by this afternoon.


  14. Yonkers opened their EOC about 5 hours ago. They had a communications test at 4pm with all other agencies. SKYWARN activated in late afternoon. Storm was on top of City about 25 minutes ago. - per Yonkers OEM Twitter and Press Release

    UPDATE:

    Yonkers EOC closed at 9:50 PM (source). SKYWARN activation was not required as a one of the volunteers had it under control (source). Four trees and a few wires came down (source). All power has been restored to those who lost it.
