    Empress EMS is the new contractor for Montefiore EMS. They are running 4 ALS trucks to start, as part of the NYC 911 EMS system, and went into service the other night after months of hard work and planning. This is one of the four trucks (2016 Ford F-350 4x4/AEV Traumahawk), and the Supervisor truck (2016 Ford Expedition).

    If they got one handcuff on and not the other then there must have been resistance during the arrest3....

    Video surfaces of choke hold incident in East Harlem, days before the Garner incident....
    From CBS news;

    I am not a police officer, therefore I do not know proper procedures. However, I was under the impression that officers may use whatever force neccisary to place a suspect in custody, including punches/kicks.
    I was not at either incident, none of us were. There's always two sides to a story and there's the truth. I am certainly pro law enforcement and feel the LEOs face danger every tour they work. They have to do what they have to do to get the job done and go home safe. If you are actively resisting arrest, then you should expect that force will be used against you!

    NEW YORK STATE POLICE
    201st Graduating Session
    Ten residents from the Lower Hudson Valley were among the 168 troopers who graduated Thursday from the
    201st class of the New York State Police Academy.
    The ceremony was held at the Empire State Plaza in Albany.
    The local residents will serve New York as troopers from several locations, police said.
    Working out of Troop C in Sidney will be Jean B. Cime of Hartsdale, Peter J. Figiel of Peekskill, Katherine M. Gorey of Somers, Lance Saraceno of Bardonia, Kelechi A. Uba of New Rochelle and Jason E. Ritacco of Waccabuc.
    Among the new troopers at Troop E in Canadaiqua will be Charles A. Williams of Yonkers. Trooper Martin R. Smith of Haverstraw is among 26 graduates joining Troop F in Middletown while the Poughkeepsie-based Troop K will get eight new troopers including Joseph L. Morrissey of Patterson and Jonathan Sanchez of White Plains.
    The class also included Jason Zhang of Poughkeepsie, who had waited five years at a chance to be state trooper. He fell one sit-up short in January 2013, but got a second chance last January – and passed. He will be assigned to Troop C in Sidney.
