Fall 2009 Seminar Series “Big City Strategies & Tactics for Small Town Fire Departments” This seminar for all fire officers and firefighters is designed to show that firefighting is based on principles and practices. It also illustrates the importance of resources and the number of those resources that you may have available for a working structure fire. The program will lead students through a scenario in a large building fire in a small town with only seven members initially available. With a series of photos from an actual fire, the instructor will guide you through the decision making process necessary to determine what should be done in the early stages of this incident to address the incident priorities. You will use size up information and incident priorities to help develop a strategy for the incident. The presentation will review community hazards (hazard identification-capability assessment) and local resources, as well as the need for mutual aid or auto-response systems. Basic structural firefighting steps, what needs to be done to cover the basics of an incident and tactical and safety concerns will all be reviewed during this practical program that will benefit fire service personnel from all regions of New York state. Firefighter Jeff Shupe, Cleveland (OH) Fire Department Jeff Shupe has more than 34 years of service as a career firefighter. He is a member of the Cleveland (OH) Fire Department and has also served as a volunteer firefighter. An Ohio certified instructor in fire training, Shupe is an instructor for the Ohio Fire Academy and is the lead instructor for the Cleveland Fire Department “back to basics” program. He has also served as a classroom and hands-on training instructor for FDIC. Shupe holds an associate’s degree in fire technology and attended the University of Cincinnati fire protection engineering program. He was awarded the medal of valor twice during his career and was named Cleveland Fire Department firefighter of the year for 2007.   8. Being one of those "County Cars" from Dutchess, xfirefighter484x got it right......we are there to help, as another resource. I ahve never seen a FD "pushed" in Dutchess.....or someone selected becasue of politics. All of us are X- chiefs, and are still active in the fire service and oly want the best for the FDs, and that incident that may be happening. As County Car 9, I am there to be Deputy coordinator for training....to assist the departments in their training needs. Markmets415 was close, we get a very small "stipend" each year, plus mileage. We can be an extra set of eyes and ears, experienced past chiefs that can assist an any way the IC deems necessarry. I cannot comment on other counties, but that is how it is done in Dutchess.........

  13. Why does it always come down to Career VS. Volunteer? Stupidity like this has no place in the fire service, reglardless of career vs. volunteer. Let's not debate who does more stupid things........What does our customer think about this behavior? We need to stop this "arrogance" in the FDs that the firehouse and the trucks are "thiers" and their club or playground, and not the trusted possessions of the taxpayers. The leaders need to foster this change in attitude - Commissioners and Chiefs, etc. This makes me think back 30 years when add FDs acted like this. It was expected.
  14. What I meant by in between status is that as "janitors" they are not really paid FF, but are really not"pure" volunteers anymore. Why I dont support "Janitors" .....the person truly becomes a low paid FF, and the district or hiring dept is just avoiding the reality of having to hire FFs. We need to stop thinking as Paid or volunteer, and what is the best for our Customer. Brunacini in Phoenix got it right, customer service. Manpower problems, paid or volunteer, are just that, manpower problems. The leaders are responsible to recognize that, and then fix the issue, paid, volunteer, EMS, fire.......does not matter. Does our customer get the best if any servive when nobody goes? I cringe when I hear 3rd, call or a mutual aid to cover a call (both EMS, and now, Fire) and wonder where the leader of the FD are and what they are doing to fix it. I know these are not popular decisions, particularly raisisng taxes, but, after being a volunteer for 30+ years in Union Vale, there may be a day where we have paid FF. We did have the vision to fix our daytime EMS problem, an expensive but necessarry act to be sure our residents (customers) had daytime EMS coverage. Rich G
  15. Is this not a symptom of a bigger problem? Staffing? regarless of Paid or Volunteer, if equipment does not show up, or with 1 FF, we really cant do much, can we? The hiring of paid janitors is a slippery slope, and yes, I believe can cause problems. You have FFs with that in between status, not volunteer, not Paid, an d an employer (the district) that is kidding themselves that they dont have a manpower problem. What I always say is "Everything is OK until somebody gets hurt!" How about the guys and gals that work for the highway/recreaction/water departments and go to every call there is? Does that constitute the same PROBLEM? Any see the article from around the Boston area where Paid depts are showing up with 1 FF on a ladder. The taxpayers had a revolt there and they can not raise taxes, in fact, they are laying off FFs. What happens when a FF gets hurt? or residents get injured or killed due to lack of manpower?
