This is not a contract it's a request for proposals
its illegal to give a no bid contract with government money to a private person or company

A request for proposal is just that...a request for proposals. The municipality can and should put in its wish list. The potential vendors do not have to comply with every component. The municipality wants to hear the vendors ideas.
This is is no different from when we do an RFP for a truck and get many different options. And the city has the right to pick what it feels is best, and it's not always cost.

I am guessing but for ANY fire service to take on the ambulance service for a city involves a lot of behind the scene work.
This new duty would also have to be negotiated with the city and firefighters bargaining unit as it is a change in working conditions. Would additional firefighter/emts have to be hired ? Do the current firehouses have the room to house these ambulances ? How many go into service on a shift and who covers the city if those ambulances are tied up on calls ?
The fire service is the perfect place to run an ambulance service. The firehouse is manned 24 hours a day, the members are trained to deal with emergency situations, and fire stations are placed throughout the city. Can it be done ? Of course it can. But not just overnight.

Funny how everyone thinks it's a fire department decision. It's up to the politicians to determine if they want the FD to do it. And currently under NY States tax cap if it costs more, it means something else must get cut. Even if it were to be a better service, it's all about $$$$

While I can see this is certainly well meaning, I have to disagree. There's no reason the Chief of one of the largest FDs in the nation will ever have to pack up, much less escape a building. While it's great that he "trains just like us" there's a dozen things I'd rather have the chief of my city driving his time doing. Pushing city hall to hire enough personnel to fix our rigs, giving them money and equipment to fix them, updating our out of date equipment, better code enforcement of illegal apartments and abandoned houses and factories, and fighting attempts to close companies and reopening previously closed companies all come to mind. Yeah it's great that he took the time to suit up but a Chief has more important issues at hand that only he can do. There's plenty of Indians, be the Chief.

No one should be out of a job. Simple math is that the number of calls has not gone down, just the number of companies answering those calls has gone down; by ONE.
The staff will need to shift to other providers that are expanding into the Transcare void. Sadly though, many will lose vacation pay, salary, seniority, schedule and partners. ALL of which is very sad. A forced job change is always traumatic.
Company names no longer in the picture:
Abbey-Richmond, A1, AA, Approved, Ambassador, Empire, Care 1, Park, Admiral, Metropolitan, Metro-North. Hudson Valley, Transcare, National... any others? Still lots of open jobs and hiring despite all those companies going away.

As long as NYS does not mandate EMS coverage for municipalities like it requires police and fire, this is exactly what they will do, save a few bucks.

I was lucky enough as a young member to hear the stories from the then old timers who had served their early years with this engine

They still need to get a CON to operate. Transcares may get auctioned to the highest bidder.

Liquidating means the bankruptcy court will sell everything of value. NYP has expressed interest in the past. No contracts come with that, just the right to operate in the region.

I was not aware that Transcare had such extensive involvement in the Bronx EMS system
