Retired Deputy Chief William Raftery headed a fundraising kickoff for construction of a 9/11 Memorial to be built in Chesapeake, VA. A temporary monument was built next to the site of the proposed finished monument and contains a 21 foot, 11,000 pound beam from the World Trade Center.
