    This is a serious concern for many depts. and there are proven methods to attack this problem, including the following:
    1) Meet with the facility, try to convince them that this is there problem. The crying wolf could become a real disaster for them and that their failure to address criminal acts by their staff/residents is a big liability for them.
    2) Pass a local ordinance that AGGRESSIVLY bills for repeat and or malicious alarms. Fee's should be designed to dramatically escalate so property owners are encouraged to fix the problem.
    Fire Districts may not do this, but the town (thru the building dept can) and in Mt Pleasant they have an ordinance that’s at least 10 years old, but it has never been enforced. I spoke at length on this issue with your Board of Fire Commissioners about 10 years ago and they said the town would not enforce it because they wanted to be "nice" to the property owners.
    If the town is unwilling to assist, you may have to play hardball. Advise the public that the situation is so bad that only 2 solutions have been determined: 1) the town strongly enforces its own ordinance or 2) your will be forced to hire enough firefighters to handle the problem this will result in 2x- 4x increase in everyone’s property tax to cover solution #2.....If you do not want this to happen, contact the town supervisor at 555-1234 and demand he/she solve this issue.
    3)With enforcement efforts, we were able to address the collages and they started fining students who did not evacuate during alarms, at 4am this caused many of them to rat out those who were pulling the alarms and it no longer was a "game". With the funding from the fines they were able to purchase alarm covers, which made it easier to catch those pulling the alarm. They also established an expulsion policy (without reimbursement for tuition & board) for pulling a false alarm.
    Our false numbers have gone way down because of these actions.

    Cogs, why don't you also volunteer for the sanitation department picking up garbage. You can also volunteer at city hall doing filing for the Mayor. In between that you can volunteer for the police department writing tickets. Then you will be really saving you community a lot of money. As you stated it is your right as per the "Declaration of Independence".

    At the end of the day it comes down to this.... how long does it take to get adequate resources onscene to do the job people of your community expect. I being somewhat of a buff, listen to the scanner all the time. I hear a career department get dispatched, they go enroute within a minute (with apparatus, not a chiefs car) and are onscene performing their duty within 4-5 minutes.
    The volunteer department gets toned out..... 3 minutes later, gets toned out again, 6 minutes later gets toned out again, a chief finally decides he/she will respond. 9 minutes later more tones......and so on.
    I will not debate that some of the VF's are trained to very high standards. SOME is the key word. I will not debate that VF's give up a lot of time to volunteer. I know that weekly meetings and drills..followed by cups of tasty beverages, take up a lot of time.
    I will not debate that VF's have been injured or killed while performing FF related tasks. I will though ask WHY?
    There is always the career vs volunteer argument. Let me ask all of you that volunteer as firefighters....if someone volunteered to the your day job, meaning work for free..would that upset you? You would be unemployed.
    Where are all of the volunteer Police Officers? Sanitation workers? DPW workers? Why do communities feel that their fire departments can continue to be volunteer. Can volunteer firefighters still provide essential services? How about at 11am on a Tuesday? And please do not throw the mutual aid song in there...what is the mutual aid department doing at 11am on a Tuesday?
    I really have no problem with volunteer fire or EMS agencies. Staff your quarters 24 hours a day with sufficient personnel to meet NFPA standards, both in numbers and training. I don't care whether you compensate them or not.

    I took this shot of the City of Poughkeepsie this past August from the Hudson River Walkway...... It was taken at dusk just before the walkway closes (Which BTW, also happens to be the optimal time for photography) and I almost didn't finish it... I had a few minutes to go and then I had a less that pleasurable encounter with a NYSPP officer who apparently was having an off day :angry: ......... They put in and make a big deal about all this LED energy efficient lighting and yet the walkway closes at dusk.....Go figure...
    I have printed this out on my printer at a size of 24" high by 120" wide and it is highly detailed...... I have a friend who has as a 24" H x ~80" W version and his kids had it framed for him as a Christmas gift.... It now occupies his living room and it looks gorgeous..... I have many other landscape panoramas that I have done and my intent is to try to sell these as a means to pay some of my photography expenses...... Doing the fire photography has put me in the hole as far as expenses go and hopefully I can use photos such as this to offset some of my expenses.....
    If you have yet to go to the walkway, you should do it...... It really is a great place to go .....

    Another well written article that will fall on the deaf ears of the few. The average citizen, of all races and backgrounds, is not in favor of this ruling. Let merit prevail! I'm so sick of the whining and complaining when things aren't just handed to you in this city. Last week I was sickened watching the NY City Council hearing on the snow storm. Councilmembers wanted to know why Public Housing wasn't adequately plowed and shoveled...uh, to the residents: You get what you (don't)pay for. Other council members wanted to know why people in the "Welfare to Work" program weren't getting paid by sanitation when they showed up to shovel. Uh....'cause you're already getting public assistance and shoveling a little snow for it isn't the worst thing ever. Along the same lines, I love how the FDNY should mirror the population that it serves, like it has some obligation to offer city residents jobs. What? I always thought it was to hire the best from the candidate pool and provide the best possible service. Where would I get a crazy idea like that!?
    Guess what!? Life isn't fair. You get an equal shot, a fair written exam. Actually, it's more than fair, it's a veritable bunt! However, someone loses! That's that. In fact, most people lose and you can't please everyone. End of story.
    The Judge is still holding onto the final decision, impeding the city's ability to appeal. They will as soon as they have the ability.

    Greetings all. I have been member on this site for a long time, and at the moment I am also an assistant Chief with the Elmont FD. I will not get into specifics at this point, but just wanted to say a few things.
    First, the Elmont FD is in no way racist, nor is the company in question trying to incite a racist point of view. Like it or not the nickname "rebels" and the use of the confederate flag has been a somewhat popular choice of fire companies for decades. Im sure you all know of a company somewhere called the "rebels". Hell just google "fire Dept. maltese cross rebel flag sticker" and you will see a dozen designs for your helmet and other applications from many fire service stores.
    Second, the company was organized in 1924, and at the time was the only company on the East End of the district, away from the other then 3 existing companies in the West all a few blocks from each other. Back in the day the competition between fire companies was probably more fierce then it is today. The other companies did not want them to be located at that end of the district and "beat" them to the fires in that part of town. They got the nickname of the rebels because they went against the grain from day 1. The nickname rebels was born for being "different" not being racist.
    This all said, the flag does bring about some strong feelings from many folks, and in the end we exsist to serve the public not offend them. I will leave it at that for now.

    I spent a lot of my career working in a very busy F.D.N.Y. Truck Company and finished off my last 6 years in the Rescue. I enjoyed (Spelled L-O-V-E-D) working in both companies. I did lot's of fire duty and worked at many unusual emergencies.I worked with some of the best, most knowledgeable firefighters while in both of these units. That being said, every firefighter anywhere who is worth their salt puts their life on the line every-time they go to work, regardless of how busy or slow their unit is. It's great to have company pride as long as we don't lose sight of the fact that we are all in the same business and should not be in competition.. .

    JM15-- some departments are way ahead of the curve--some are a little behind the 8 ball--some departments try and are inhibited by elected personel,some departments are inhibited by their own officers and chiefs. The fire world is not like it used to be--you need intelligent capable fire officers with an eye to the future not an eye looking over their shoulder to view the past. Just because you did it one way for 50 years dosent make it right. "Times they are a changing", Laws are there to protect us, elected officials in all towns and villages should be taking note as to what happened in Tarrytown and what is going to happen in Tarrytown.
    Bad decisions just might end up in tragic events.

    I agree with everything Jack said, I do contracting work for several MCd's in westchester/Rockland all free standing buildings are light weight construction (truss) most have a void space between new drop ceiling and old sheetrock ceiling. Mcdonalds goes through many changes over the years as the upgrade(ex new registers to take credit cards, new coffee machines) all these changes require plumbing and electrical work, most of this is run through the void space in the ceilings all MCD's are built on slabs(free standing) MCD's express can be put in a strip mall or taxpayer.     A short rundown of what I seen going on, Large volume of smoke seen from Radford and South Broadway in route, 74 at location smoke from rear coming over top of building and exp 2,4 alleyways.(this was the rear porches burning but did not know this right away)All 4 members of 74 where grabbed by civilians as we were getting off the rig screaming, pointing giving apt #'s ect. approx 10 people self evacuating on both fire escapes.(Both drop ladders were already down) older handicapped women was removed from fire escape by 71. 74 to what was given as fire apt 2S for primary.303(hydrant on Morris) with line to 2nd fl, 304(Hydrant on Elliot) line to 3rd fl 306 had a line in the building 308 to exposure. 71 removing people from fire escape and vertical ventlation. Large volume of fire on 2nd,3rd and 4th fl. from what I could see rear porches burned basement to roof fire was pushed in from the rear porches by wind hallway on 2nd fl had fire from back to front of building. multipy alarms called minutes after dispatch Defensive operations set up after building searched approx 15-20min? Thank God there were no serious injuires and that this happened in the middle of the day 4:30am could have been a nightmare

    First I am glad that I am not the only one who has noticed Mohegans downfall in the recent years. I am still concern with the quality of fire service here.
    Well as a resident of Lake Mohegan I decided to call the firehouse. It was not easy but I got through after 2 attempts. The first time I called was a Saturday I got a recording, A RECORDING? WT*! Its a Saturday and there is no one at the fire house?
    Turns out that they were all at another firehouse training. OK
    The second call was more productive, I spoke to a Paid Firefighter. He told me that this has been getting worse for some years. The Board of Commissioners have turned the focus of the dept towards medical response. The paid staff has been cut by 30% hoping that maybe the volunteers would pick up the ball. (didn't happen) One Lieutenant and six firefighters have not been replaced, 4 firefighters retired and 2 firefighters retired due to injuries from the job. I asked if they were injured due to lack of man power, after a long pause He had no comment. They have not hired any new firefighters in 7 years. I wonder how old the force that they have is
    I decided to call up some old friends who I know are volunteers in Mohegan the other in Yorktown. It seems Monday’s fire that their paid Capt that usually does not respond to fires, did so. They could not fight the fire from the inside because they did not have enough firefighters to do so. Westchester dispatch, which has taken over the radio dispatch in recent years, did not get the message to respond all on duty firefighters from the outer stations. This would have put 5 fire fighters and a Capt at the scene. Five years ago this would have been 6 or 7 paid firefighters but the volunteers feel intimidated with that many paid firefighters on scene. Some of the volunteers that showed up were not “inside firefighters”(which means that they are not allow to enter a building fire. WHAT!!!!!) Some of the Outside firefighters refused setup the hydrant and opted to take pictures instead. This action caused one of the paid firefighters to go take care of the hydrant and took him away from inside firefighting. BRILLIANT! This left one Capt and two Firefighters to fight the fire. There is a difference of opinion but it seems all safety teams ( FAST) were used to fight the fire.
    The chief claims that the fire got a good headway (news12). I bet it did while you were waiting there for more people to show up! Apparently the paid firefighters have complained about unsafe working conditions and the volunteers don’t like that OSHA said that they must follow a 2in2out policy. This was being violated until recently. I don’t want my house to burn down, but I don’t want any one killed for my house even more.
    The morale in Mohegan is low and the commissioners are turning a blind eye. The volunteers FF do not like that they are being restricted by the laws that keep them safe. The paid FF (that are union) feel like they don’t get the respect from volunteers that are themselves are in other unions (paid firefighters including NYC, Police, paid EMS, Town workers,) These volunteers are union members so they can have better pay and working conditions for them and their families but don’t like when the paid force in Mohegan asks for the same for themselves and their families.
    Even if the Commissioners hired 6 paid firefighters tomorrow they would still have to be trained and this would take time. I can hardly believe that such a great dept as Mohegan has been reduced to not being able to fight their own fires, because of should short sighted Commissioners.
    I am getting a lesson in fire dept politics and the games people play with others lives.

    Here's a post I put out on a seemingly good thread that died rapidly. I thought it fit this thread as a fireground tip. Hpoefully, you are in a FD thata allows anyone to make this kind of call, and not have to wait for a Chief.
    "Having not answered your initial questions. let me at least share a rule of thumb told to me many years ago by a FDNY DC. He called it the 20-minute rule and has always worked for me.

    When do you call for a 2nd Alarm On Arrival?
    More than 2 Windows
    More than one floor
    More than 20 min.
    The 20 min Rule briefly explained:
    More than 2 windows: For the most part, a single room will have one or two windows. Fire showing beyond that indicates that this might be more than your 1 alarm room and contents job.
    More than 1 floor: Obviously, this fire is on the move and will require more resources than you have on hand.
    More than 20 min: If you don't believe that the fire can be completely put out in under 20 min, transmit the 2nd. Why 20 min? Because that's how long a SCBA (and the hardworking person wearing it) will last. Without incoming manpower, you would have to stop work on thf firefight to rehab/refill.
    And, while I'm at it, heres my own rule of thumb on SOP's, SOG's, and other rules of thumb:
    1. Keep it simple. If it's simple, you might remember it under pressure. If it's complicated you won't.
    2.Keep it flexible. Or else it won't fit your next incident"

    With all of the other noise on the website lately, it is refreshing to see a post like this. This type of stuff is why I joined this forum years ago........
    GROUND LADDERS.
    Too often you see the Ground Ladders on an engine (usually a 24' extension & 14'roof) with the roof ladder on the outside and the extension ladder on the inside. The better way to go is to have the 24 on the outside and the roof on the inside. the 24 is the one you will use most of the time, and if you need the roof ladder, you will need to have a way to get up there first, hence the 24.
    Also, with the 24 (or any extension ladder for that matter, on any rig). A lot of time you see the halyard tied around the lower rungs of both the bed and the fly section. All this has done is to turn the ladder into a fixed length ladder, and when needed to raise, you need to stop and untie the knot of the halyard before proceeding. Better way to go is to tie the halyard to the Bed section only. This way no need to untie anything when you need to raise it. Pull the halyard and the fly goes up. Saves a few seconds, but that could make the difference.....

    So you feel we should continually use military power to threaten and influence entities which do not see things our way, rather than attempt to research novel diplomatic solutions (which the current administration IS doing, regardless of insufficient 'output' YET)?
    As I said, we will only further isolate ourselves by doing this. You cannot compare WW2 to now. Today is TODAY, not 1940.
