    Agreed.
    Along those lines, is the staffing you have ,really the staffing you are working with.
    What happens if you get on scene and you have some of your members tell you, "Sorry chief, my son/daughter/friend/brother/sister is on that bus, I just can't do it."
    Do you have the staffing to backfill that person's spot?
    How about a mobile communications center, with a dedicated dispatcher for the incident? You are going to have a lot of radio traffic and representatives from a lot of agencies on scene. Standing at the tailgate of Car 1 might not cut it here.

    Some things I see immediatley off the bat
    1. Additional sets of tools - be it a spare set kept on another rig, or M/A departments
    2. Medevac helicopters, 5 if possible to the scene for the red tags, more on standby if possible, if not additional ALS rigs.
    3. Any MCI resources (ie. trailer or rehab/support vehicle)
    4. HAZ-MAT team notification/response
    5. Another (school or city) bus to the scene, put the green tags on it with 2 or 3 EMTs and you get an instant MERV
    Also, I would be doubling up as many rigs as I could, one on the stretcher, one on the fold-out.

    I know it wasn't as bad as the bus incident, but it was still a major MCI.
    I also remember a situation even further upstate where a double decker bus hit a bridge, causing a similar situation and killing four, that was also dealt with by the local departments
    Yes, the situation may have been uniquely and beneficially dealt with because it happened in NYC, but, to say that NYC is the only place that can deal with a situation like that.

    But, according to just this article, it bans the use of all mobile devices (ie. cell phones) within 500 feet of an accident. So if someone is walking down the sidewalk and gets within 500 feet of an accident...
    I also don't think this will stand up constitutionally. If the Supreme Court ruled that free speech allows protesting at military funerals and subjecting military families to that kind of pain, it would be hard for them to say photographing an accident scene causes more pain.

    I wonder if it is lost on the Westboro "Church", that the people whose funerals they are protesting are the reason why this country has a Supreme Court to decide these issues.
    Like the poem goes "It is the soldier, who died for the flag, who gives the protestors the right to burn the flag."

    I think the same questions can be asked about slicktop vehicles. Quoting Bull McCaffrey are we trying to sneak up on fires? Slicktop vehicles were designed for law enforcement to be less visible to traffic violators.
    With how low profile LED bars are today, I can't even see how much a slicktop vehicle adds to fuel economy.

    If it has come to the point of billing for FD responses, why did they choose to bill for MVA's, which are real emergencies?
    Why not bill for repeated false alarms, or basement pumpouts and other "public service" calls? Doesn't that make more sense then billing for real emergencies?

    I'm no lawyer, but in my reading it seems like they are in compliance.
    It says "Certified airports are required to include in their airport emergency plan, to the extent practicable, provisions for the rescue of ...victims from significant bodies of water or marsh lands...adjacend to the airports and lie beneath the approach and departure flight paths..."
    I would imagine that the plan would say something to the effect of "In the event of an accident with victims in the water, the NYPD, FDNY, and USCG, etc. will be immediatley notified and will respond with X number of vessels capable of handiling Y number of patients."
    The regulation only requires, to the extent practicable provisions for rescue. It does not require that the airport authority be the one that actually operates the rescue assets.
