If the CPAT were required for the volunteer fire service it would cripple the volunteer fire service; I am interior qualified in my dept and I don't think I could pass the CPAT, and at my age( 51) don't even have a clue about setting up the kind of physical conditioning program it would take to get in shape to pass it! But I also realize that unless absolutely neccesary, I have no business on an interior attack anyway.

Someone at the County Level, needs to get in touch with Foam pro or another company and have them conduct a demostration at the training center. Pack a car, truck or bus with wood pallets light it and put it out with water, then do it again with foam. The differnce in knock down time and the amount of water use is dramatic. It's apparent the only way people will believe it is, they have to see it with their own eyes. You do not need CAFS, just add class A foam to your hose lines and you would see a big differnce. Again Every department should have Class A foam, especially in Northern Westchester where water supply is a big problem.

    All,
The Central Hudson people came to the station today to survey it. Basically will retrofit every florescent light fixture in the place under this program. What they do is replace all magnetic ballasts with electronic ones, and replace all bulbs with new energy efficent ones. Even if your station has been "upgraded" in the past, they come and check to see if newer "stuff" is needed, and replace them. It's 100% free for govt ovned buildings. Why every govt owned business serviced by CH isnt signed up for this, I dont know.

    My interpretation of this cryptic message;
    He bought this rig.
He's looking for photos and information about the rig when it belonged to Carmel.
Apparently he wants to restore it to what it looked like when Carmel owned it.
Question for the poster: Show us a photograph of what it looks like now, in your possession.
That should clear up whether this a joke or not.

Based on this the run-off from every fire should be contained and tested as hazardous, but thats not done. Infact most fires in known chemical facilities do not contain the run-off because when flowing 1,000's of gpm how do you do it? I have been to fires in these facilities and DEC, Health Dept and the USCG at most try to contain it only from waterways and not from ground entry.
Have you ever evaluated what mixing these chemicals creat? Do you know what solvents are in the local autobody shop. I have evaluated what is in our shops and a typical home, the potential combinations can be determined using CAMEO. We can also predetermine the hazard zones and if water should or should not be used based on whats stored there.
Yes Trichloroethylene is nasty stuff, but its not generally used in anything other than major manufacturing because its a carcinogen. It is not in any of our facilities and should not be in this one. Its a major contminant in water supplies because of use prior to the mid 1970's.
If this were a real issue, then IC's would be in trouble for run off at every fire.
Because you can breath in those toxins easily. Hard to get contaminated water into the blood stream unless you drink it. Also much of the smoke is toxic with or without these chemicals. The amount of chemicals that might be in the water is minimal whan most places only have 3-6 55 gallon drums, some going up in smoke and the rest being mixed (diluted) with 100,000's of gallons of water.

While your statement is technically true, if you believe what you wrote, you should never respond to another call again.
We generally know that most of the chemicals in an autobody shop are flammable/combustible (& yes they are also toxic)and with the volume of fire involved in this incident all of these materials have been consumed or if properly stored (as determined from the UFP&BC required inspections) in flammable lockers, they may still be contained in those containers. The greater hazard to firefighters at this call the TRUSS!!
The toxic chemicals that are improperly stored in every garage, basement and under the sink in every kitchen is of much greater hazard to us, along with the chemicals in every vehicle fire. These concerns you raise are much greater in most peoples homes than in the autobody shop.
Yes they are hazadous materials, but the only time I ever saw the levels elevated is in mt vernon and it was not an autobody shop, but a distributor for autobody shop chemicals. I bet if the health dept. checked for ground levels prior to the fire and after the fire, the levels would be the same. Spills are not uncommon and as I previously wrote either the majority of this stuff has burned and gone up in the smoke or its still inside the flammable lockers.

Just an fyi those batteries are for the power supply for cablevision. In the gray 1in pvc pipe is also live electral wires. In the power supply there are either 6 or 8 batteries depending on the area it is feeding. It is always important to "look up" when you have a car into a pole. Those power supplies are very heavy can can do a lot of damage.

Operating budget is 50K a year, but operating cost is between 10-15K. There is much more that could be cut or trimmed back, but the FID team? Minimal costs to maintain their day to day operations, they are the most active team in the Department of Emergency Response. It'll be a whole different ball game if either the Chiefs have to make their determination alone, or they have to contract out for investigatory services, and figure out all the liability issues. I doubt most Chiefs in the county want to spend days in the court arguing over NFPA 921 and 1033.
I urge everyone in Dutchess to get a hold of their fire commissioners, county coordinators, and put some pressure to get back the team.

For those of you who think that the training is minimal, you better think again. In your free time pick up NFPA 921 (or if you really want to be on up to date, the new edition should be out anytime now). I encourage you to read and comprehend the entire document. When you have completely absorbed all of it, pick up NFPA 1033. And when you have understood Daubert and Gate keeping, by all means do not stop there...
Fire Investigation HAS NEVER been so comprehensive and scientific than it is right now. If you think a fire chief is going to stroll into court, state the facts, and not be shredded on the stand, it is not just going to happen.Cases are now being overturned because of "junk science". Look up the Todd Willingham case if you really want an eye opener.
I have been doing this as a career for the last several years and it has become such a specialized field it almost to the point you have to be an engineer in the particular case you are working on. Most investigators now have so many letters and advanced degrees after their names its almost funny.
Support the Dutchess County FID. They as a team serve a very important function for the county, and they do it without getting paid.
If you do not realize their importance now, maybe you will when the DA cannot get a conviction because he / she does not have the resources.
