  1. I am sorry for generating controversy. I simply am trying to determine a EMS providers legal duty to a K-9 patient.

The Statute itself addresses this only applies in cases where no others require transport. As for your comments regarding who should pay the bill:

"Does the law enforcement agency have a insurance policy or reimburcement plan for the animal? "Doing the right thing" does not pay the bills.

Sometimes in emergency services you do the right thing, because it's the right thing to do. And why do you think the handler or the police chief would have any issues regarding providing consent to transport an injured work dog to an appropriate facility. Most of us in law enforcement know that many of these dogs are shot, stabbed and killed every year to avoid sending humans into dangerous situations. Around police departments, these K9's are invaluable and treated as such. If the situation every presents itself, just let them know in advance that you need to know who will be "paying the bill." I'm sure law enforcement will make other arrangements as to not cut into your budget. I've been so lucky to work both as a Paramedic and LEO in agencies that work so well together that these problems would never arise. I'm sorry to hear that's not the case everywhere.

  2. WPFD currently runs with 8 companies - (5) Engines Companies - 65,66,67,70,71. (2) Truck Companies - 32 is a Stick and Tower Ladder 6. (1) Rescue Company 88. Ladder 34 (the 9th Company) is BROWNED out due to budget cuts. WPFD went from 170 men to 150 men when the economy went south. L34 is staffed when the manpower allows. WPFD rides with 3 men per company, when manpower allows they put a 4th man L32, TL6, and R88.

Current staffing is: 8 Companies x 3 per Co.= 24 men + Car 2512 (which is the Deputy Chief and the Aide) 2 men= 26 men per tour. (If/when L34 is in service that would add 3 men to the total, it would be 29)

I LOVE HOW ALL THE EXPERTS CAN COMMENT ON THINGS THEY HAVE NO IDEA ABOUT!!!!

They might not be experts, but the details they posted pretty much mirror the ones that you offered, so, not sure where all your outrage emanates from.

  3. They do roll on the Sabbath. But, they can't do WORK. Unless its an emergency. So, they can drive TO the call, but NOT back from the call. Cause, then, its not a mergency no more.

I wonder, does this vary by area? Years ago when I worked as a Medic at Scarsdale VAC, a few Conservative/Orthodox Jewish members (non-Hasidim), did drive and work on the Sabbath for calls, even driving back from the hospital.

  4. Summonses are returnable to the Town in which the summons was issued, regardless of the issuing agency.

Unless they start fiddling with those laws, this should not be a big issue.

When a Putnam Sheriff or a Trooper writes a summons now, how is it split with the Town/County/State?

If there is not a current policy, I am sure they can come up with one.

This will only get complicated if the politicians want it to get complicated.

We are still talking about the State of New York, are we not? That's probably something we can all bank on.

Yes, there already exists a formula that dictates distribution of fine revenue. With only a few exceptions, the fines belong to the City/Town/Village where the offense occurs, even if the tickets/summons were issued by a State Trooper/State ENCON/State Parks, etc, or County/Sheriffs Officer. Speeding fines are more complex and are divided between the municipality and the State. Surcharges are also divided by a formula.

  5. Yes, I agree. SP Cortlandt patrols Putnam Valley & Garrison, SP Wappingers covers North Highlands, SP Stormville covers the Taconic region, SP Brewster covers Southeast, Brewster, Patterson, and Putnam Lake, SP East Fishkill covers the I-84 region throughout Putnam and SP Somers covers the Carmel area.

You forgot to mention the state police which would be a third, independent, county-wide police/patrol agency.

  6. Exactly right. A "source" at this stage is just guessing, nothing more. Given the enthusiasm outlined in that article, this sound FAR from a done deal, let alone what the logistics are.

Facscinating that there are sources before the study actually starts to decide what would be consolidated and how.

I'm pretty sure that the sheriff will have something to say about his jurisdiction being curtailed to make room for this "new" agency.

  7. The way the article reads it would be Putnam Sheriff. It works in LI where there are both Nassau and Suffolk PD and Sheriff's. Granted the (LI) Sheriff's primarily are responsible for jail.

I don't read it that way. The article goes out of it's way to never directly link the merger with the Sheriffs Office. Even the Sheriff himself, who arguably would be that much more powerful, gives a very lukewarm quote. That being said, I personally think it should be the Sheriffs Office. The idea of two independent, county-wide police/patrol agencies is nonsensical.

  8. I don't know if this is the right section for this, but I have a question the polygraphs used in the employment process for federal law enforcement agencies. A couple of years ago while in college I went to an FBI special agent information session. The speaker told us if the FBI were to find something on your polygraph, they could and would take it to your current agency, if you're already a cop, and get you fired, or send it to other law enforcement agencies you apply for to prevent you from getting hired. The example he used was a law enforcement official who at some point in his life had abused a child, but their was no record of it at all, so they told the applicant's current police department and got him fired. Now obviously I'm not talking about if you go into the polygraph and admit to killing 10 people, but if you take a polygraph for employment with a federal agency and for whatever reason your results indicate deception on a question such as, using the example above, child abuse, will they really use that information to get you fired/ prevent you from getting hired anywhere else? Also, if your current agency/the agency you are applying to doesn't use polygraphs (NYSP, NYPD, etc.) can the agency you are employed by or applying to use that information since it's not part of the process for any other employee within the agency?

Just a correction to your post, NYSP does have a polygraph exam.

  9. Even so, 5 BC & a DC

    5 trucks & 2 USARs

Something else was going on at this incident

The Google street-view shows some very large apartment buildings adjacent to that address. Maybe some fear of exposure?

EDIT: Actually, on closer look from the street-view, 742 might actually be the apartment building. The last "small" structure looks like 740, making 742 a 5-6 story apartment building. That would certainly explain the response.

  10. Alright Mod! Delete my screen name! Wipe me out! I've asked before to have my name deleted to no avail! This is the first I've posted here in months and I find it to be as boring as ever before. No loss to me... this bullshit means nothing to me...your move!

Then why did you return? Are you seeking some kind of validation through your grammatically inferior posts? For someone that espouses freedom, you have the freedom to leave at any time. Why in the world would you spend so much time on a forum that you despise? It's beyond illogical. You must have something else to do with your time. Take up a new hobby. Why do you need anyone to delete your old posts? You are actively adding new posts to a forum you want nothing to do with.

  11. I agree! It's time to end it! emtbravo has run its course...take down the site down while we still have a few positive memories left in our minds and before it gets completely pathetic (as it is pretty close)...this site is antiquated and beyond saving. Emtbravo should count its losses and move on in my opinion.

Yet, here you are. Continually signing on the site and posting, and posting, and posting. You have the freedom to avoid coming on here, given your litany of complaints.

  12. The lights help, a lot, often. Many, many, many drivers appropriately reduce speed and move over. It's the exceptions that present the danger.

I hope the impetus behind this is not cost. Many tow operators charges hundreds of dollars, just to hook it up and take it off the parkway, while a tire change is considerably less profitable.

Anyone who thinks you can completely remove the dangers of working on a parkway are delusional. PD, FD, DOT, tow operators will always face some level of risk as long as they operate on open roadways.
