    You're right that the odds of getting a new CON anywhere in Westchester County are slim to none but your characterization that the commercial agencies are the reason why not is off base. Commercials are represented on REMSCO's but, as Barry pointed out in very small numbers, and their members are not permitted to vote on matters where there is a conflict of interest or they have a fiduciary interest. An executive from XYZ ambulance can't vote against 123 Ambulance if they're competitors. Conflicts of interest arise in these matters often and are the basis for many spirited debates.
    The volunteer agencies have as much right to contest a CON if they are going to be affected by it. Eastchester, Larchmont and Mamaroneck could all object to another agency being started in their back yard. It's not strictly commercial opposition.
    The process by statute only takes 60 days but appeals and other things could add time to that.
    The arbiter of an appeal is an Administrative Law Judge in an Article 78 hearing. They are objective and hear only facts in evidence not speculation or rhetoric. They don't base their decision on commercial entities desires or competition.

    You are correct in his chances, but not for the reasons you stated. There are 2 commercial, 1 vac and 1 ambulance district in the communities listed (L/M, MV, NR & P). All are dispatched by the municipalities (either directly or via 60 control). The data is public information and does not belong to the commercial services. The info needed is not how many calls are done, be it 1 or 1,000,000 what difference does it make, since the data you need is how many calls are not being covered or not being covered in a timely manor (as you are trying to prove need). Since 99% of the calls are being covered by ALS services within the national response time standards, you will not be able to prove need for another service (particularly one that is at a lower training level).
    While much of what you have said about REMSCO's are true in many regions, the Westchester REMSCO has a specific number of seats dedicated to each type of organization (Commercial, VAC, Vol Fire, Career Fire, PD, Hospitals, Health Dept., etc.) and only 2 of the 30 voting members are allowed to represent commercial services. The Transportation Committee (who investigate CON requests) is chaired by a Sr. Law Enforcement Official (who does not work for any EMS agency). By NYS regulations, the committee has to investigate if their is need and if an additional service will hurt the existing services. Removing $2 million+ in billables and additional competition for volunteers in the region will hurt existing services. The Westchester REMSCO does not allow any members to vote if they have a financial incentive and we have seen member abstain in a number of CON issues based on this.
    So unless your experience is with the Westchester REMSCO, you do not know what you are talking about.

    Very common in the early CFs 1968 on but mid 70s most were getting autos Port Chester bought a 1970 CF from Pierce X Mount Kisco until the new rig was ready . The youngsters had a time with it, but us old farts would show off and not even use the clutch !

    We had a mid-fifties ALF pumper with a three speed and gas motor. Most could drive it, but throw it in pump.....under the pressures of a working fire, now there was the challenge (not that I ever did it, it was a spare and we used it "sparingly"). But I used to think about the old timers and the fact that for EVERY rig they drove they had to master the art of PTO transfer with a manual shift. That was a savvy part of the craft of earlier firefighting, completely lost and forgotten with today's apparatus.

    The specific charge depends on the circumstances, the suspect's mindset and other factors. Given the nature of the charge, obviously one of these sections applied.

    Seth, I can clearly see where your concern is but I have seen first hand that the respect is not there for first responders doing their job. While there may be a medical excuse for the behavior and I am sure her lawyer will exploit this whether there is or isn't one, there is no excuse for an assault on a person in the performance of their official duties. That is the reason that it was made a felony to assualt a EMS worker, firefighter, nurse, doctor, or bus driver (I am sure I forgot a few). It is a deterant to know you will not be getting a slap on the wrist if found guilty and that is the point presumed innocent until found guilty. But lets face it, even if the woman ends up with a medical or psychatric reason for her behavior the publicizing of her arrest has sent a message loud and clear to anyone else who thinks of assaulting an official in the performance of their duties. Lets not forget the Kennedy case that sent the other message that it is ok as long as you can explain your actions. Message sent is clear: "No excuses, hands off".

    If you want to apply to Empress, go to www.empressems.com and fill out the application, but you MUST then follow it up with a phone call to ext 3109 at the 888 965 5040# during business hours. Yes they are hiring, usually in groups of about 10, about every 3 weeks. There has been much hiring lately, to fill spots created by expansion into WMC. And there are always folks who don't work out when you hire a lot, so some spots need to be re-filled! They do get lots of apps, so the phone call is a must. Medic class will be graduating soon, so the medic students will be precepting, so their old EMT shifts will need to be filled. Good luck.

    Firebuff...excellent points and right on the point i was trying to drive home. Sending 2 & 1 may not be the right assingment in many places. You need to send the appropriate apparatus and manpower to each call. This is vastly different in the volunteer service.
    Spartan...i was certainly keeping BFD in mind when posting. The original poster said that 2 Engines and 1 Truck should respond on all MVAs. Does BFD have a Truck? No. Also, should BFD send E160 AND E161 to an MVA? Probably not. BFD has a Rescue and a rescue-pumper to send to MVA's.
    Am i missing what you are trying to get accross?
    Dinosour...no, i am definately NOT saying a fire in a 5+ story building shouldnt get a 3 and 1 response. I was simply asking if the OP was implying the use of mutual-aid for many VFDs to be able to have such a response.
    Also, lets face it; What good is 3 and 1 or 4 and 2 or whatever if theyre not filled with properly trained members?
    I think the OP is thinking a City type response should be implimented in the "burbs." Could you have such response assignments? Sure you could, but only as good as the crews on theses rig's.
    My major point was that many VFDs dont have the # of apparatus that the OP is suggesting should respond on certain alarms. Again, it comes down to individual needs of individual depts.

    My third Child left from Purdys NY today to head up to Albany to a 5 year stint in the US Army, she is going to Missouri for Boot Camp and AIT training to become a M P. Her Mother and I are extremely proud of her , she has been a member of Somers FD since she was 16, she has completed EMT and FF 1 and 2 and Safety and Survival. ( She is 20) I want to wish her all the best as well I want to keep her in our thoughts and prayers. I also wish to Thank all who have and are currently serving THANK YOU for all you are doing and have done for this great country we all live in.

    funny you should ask British Transport Police are in the process of setting up a 100 man armed suport unit, so will have there own tactical team
    these guys won't carry as only the driver s a police officer (yellow vest) the guys in orange are all civilian engineers who will work alongside the police, fire rescue and ambulance staff after 7/7 and the inquiry a few new units were setup to deal with mass casulty events in and around london

    London Fire Brigade have USAR - Urban Search & Rescue

    London Ambulance have HART - Hazardous Area Response Team

    Met,City & BTP have under various names a CBRN response capibility and in the mets case the only non military EOD team in the country
    this unit has been around in one form or another for years, perviously it was staffed totally by civilians with no Blue light authority, they got round this and the law by assigning a police driver and repainting the vehicles with the word police covereing the section of the legislation for "police purposes"

    Pants, boots, gloves, helmet....I mean we could get those flannel pajama looking things you left coasties wear...I'd look good in a trojan man helmet I'm sure.

    SECTMB has answered the questions almost verbatim to my own views. Thats said I think there are variables here that expand the situation from the political to the geopolitical. Both Russia and China have vested interests in Iran, not the least of which being weapons sales. Added to that is the fact that both Russia and China have become more bellicose in their dealing with us recently. Now of course the risk to China in terms of losing it's primary trading partner are enormous, but as in times past a costly war in terms of lives and money can bring new powers to the forefront....think the U.S. after WW I as the European empires started to crumble or go bankrupt. And of course the vast majority of the products we rely on now come from China thanks to those who sold out our manufacturing base to line their own pockets. When push comes to shove the risks may be viewed as acceptable if it causes a retreat of American influence and power around the world, leaving a vacuum that both China and Russia would be more than happy to fill. So much so that they may view direct involvement as in their best interest. But far more likely I think would be either Russia, China or both using Iran as a proxy to drag us into a long, costly war unlike anything we've seen since WW2 opening the door for them to pursue their own geopolitical aims without our interference.
    Then of course there is the spectre of jihad that would undoubtedly be called as the major supporter and sponsor of Islamic fundamentalist groups comes under attack by the "Great Satan" or our "lackey" Israel. It is almost assured that whether Israel is directly involved or not they will be a target just as they were in the first Gulf war. Except this time the enemy is far larger than Iraq and has it's tentacles firmly pulling the puppet strings of the myriad of terrorist groups operating in Gaza, the West Bank, Syria and Lebanon...all of whom want to see Israel wiped from the face of the earth. This also leads to my question about a 9/11 type attack here at home. It may not be the Iranians themselves, but more likely their proxies that plan and try to carry out massive terrorist acts on our soil to help their benefactor.
    What we must also remember is that as far as Iran is concerned a de facto state of war already exists between us. They may soon find themselve more alienated and going broke and thus becoming more desperate and reckless as their options dwindle. As a student of history I can see that although very different this situation does bear more than a passing similarity to the state of the our relations with Japan prior to Pearl Harbor...and it was oil then too that was the catalyst for war.
    I do not advocate war as the first means to resolve the crisis, but I do support entering into it to protect ourselves or prevent attacks against us. Should Iran aquire nuclear weapons, how long do you think it would be before a terror group got hold of a bomb, put it on small boat and eradicated southern Manhattan? IMO a nuclear armed regime in Iran that has called for the extermination of Israel, denies the Holocaust, and is a sponsor of worldwide terrorist activities, of which we are the main target, is an unacceptable alternative....even if that means war.
