I am not positive, but feel safe to assume that every EMS agency has triage equipment (i.e.: tags, tarps, etc). This might be a requirement but don't quote me.

I read the article and it is always a good idea to evaluate your tactics and see what works and what doesn't. I am certain thhat FDNY will do scientific studies and end up with valid results.
I remember, however Lloyd Layman's experiments with fog. To some it became like the word of God. Others were skeptical and stayed with smooth bore nozzles. It started a debate within the fire service that never looked like it was going to end. Many were very opinionated regarding fog vs. straight, but very few actually went to their live burn place and tried both under the same conditions to form their opinion. They simply sided with one or the other. A large number of our colleagues sided with fog only because it was "new" and if you use something "new" you are progressive. We don't do that, do we? (PPV on attack, magic penetrating solutions , etc.)
Some of the FDNY article mentioned "Force the door...Control the door...wait to hear the glass break...then open the door slightly and bang the line off the ceiling" The reporter made it look like something new. I learned this method from FDNY's last set of fire tactics experiments. They tried many many tactics on many many fires. They did it over and over, and mostly at night. They kept and used the tactics that worked and discarded the ones that didn't. You say you never heard of this batch of experiments? It was done in about 1968-1974 in the South Bronx and called Burn Baby Burn. Thanks, Bronx firefighters of that era. I learned a lot.
Knock down a basement fire before going in? Now I think it's called Pushing a fire. Once again, thanks Bronx guys.
So the things that the FDNY study are probably nothing new, but I am sure they will tell us what worked and what didn't. I suggest we all just sit down and wait for the results and then try the ones that worked for FDNY.

JBE, I read the edited version. Never saw the full. One thing that kills me with communications is we have a group of people that handle calls efficiently, with extremely few errors, and have repeatedly been recognized for their competence and performance. The fire dispatchers do their job extremely well. It would be cheaper to properly compensate and train 1 person to take these calls than with the current system of teo people. Not mention the time saved with getting the proper resources going to the proper address.
Most if the gripes with the system are not fire, ems, or PD specific. Its simple things like correct addresses and actually listening and interpreting what the caller says. "Mle caller sts was jumped under train" is not a trauma call requiring engines, ladders, a squad, rescue, bls, als, ESU, transit, and a handfull of supervisors. It was a male assaulted that needed an RMP and BLS.

My boy, TL-2 summed it up quite nicely. You called 911 and got a civilian employee of the PD. To echo what was said here, if you had said 79th Street Boat Basin, you probably would not have had as big of a problem. In all fairness, most of these calltakers are overworked, underpaid, and aren't given the slightest bit of encouragement to learn outside of what they are taught. Not to mention, they do work in a pretty hostile work environment, where every minor screw up is given either a write up, or results in a loss of vacation time or pay. One other thing, depending on the name of the landmark, they can't put it in their system. Remember the shooting at City Hall a number of years back?? They couldn't put CITY HALL into their CAD. They can't put the bridges in for the most part. They need cross streets. If you had said, Hudson River and 79th Street that would have also helped.
They weren't trained properly in taking fire calls, and still screw stuff up on a pretty consistent basis. When you call 911 in NYC, you get the PD Calltaker who enters the information, sends it to the FDNY CAD/EMS CAD through a link, then conference calls you in to either us, or EMS. We take the info, basically to make sure PD didn't screw it up, and update the incident.
Now, here is the difference between us and them. They have folks who are nothing but professional call takers, who have it beaten into their heads to take calls at face value. They are not allowed to use common sense, and any inkling of common sense is quickly discouraged. Prior to UCT, you have no idea how many calls we disregarded, or told the caller the FDNY was not responding because it wasn't a fire department issue. Not so with UCT, they send us EVERYTHING!!!! I'm not going to give examples. One of the other disadvantages, is when you call 911 is that it isn't borough specific. They take calls for the whole city. I've worked most of my career between the Bronx and Manhattan, and I was born and kinda raised in Queens, and even I don't know all the streets. Although through out my experience, if I hear a street I am not familiar with, I can either ask my colleagues, or ask what borough it's in and have an idea of where it is. The way the building is set up, I spent sometime right in between EMS and PD, and overheard a lot of the operators. I remember one night recently, the calltaker kept repeating Bronx River Road and Nereid. I looked at her supervisor and said, Why don't you put in Webster Avenue and Nereid, or Webster and the City Line. I got ignored for a good two minutes.
We are not allowed to have professional call takers. We train our dispatchers to do everything. This takes up to 10 weeks of training. If one of my guys on a call doesn't know where something is, there is a strong possibility someone on my platform does.
If you need the FDNY or an Ambulance, the proper number to call in the boroughs are:
    Manhattan 212-999-2222
    Bronx 718-999-3333
    Brooklyn 718-999-4444
    Queens 718-999-5555
    SI 718-999-6666
One of my dispatchers will answer the phone, and we will get you what you need.

Let me clear this up for you being an FDNY dispatcher.. When you called 911, you were connected with a civilian call taker working for nypd unified call taking system.. This person takes all the information, important and not, and is SUPPOSED to connect the caller to the appropriate agency for the type of emergency... Unfortunately the system is extremely flawed as you have seen first hand.. The person that called you back was probably from FDNY EMS. trying to get the correct information..
This is what we have been fighting Bloomburg and his administration over for years... Millions of dollars pumped into a system that is dangerous to the public.....

The problem lies in the call takers.

HFD, there is no requirement for management to continue the terms of the contract. They could revert to minimum wage and dump all benefits until the terms of the next contract are worked out.
Triborough was added to the Taylor law after it was discovered that once the contract expired it could be argued the taylor law no longer applied. Triborough allows time for negotiations and the arbitration process.

The chief has an excellent point. My former VFD held an annual fund drive every year and that money was divided amongst the companies. None of the donors knew where this money was going but I'm sure the majority thought it was operations. I have no qualms with the way my company spent its money and would have been confident opening the books to the public.
How many others can say the same? Do you think the average tax payer would really be OK sending their volleys to lake george for a weekend? Buying food for a drill or taking your members out for a reasonable annual dinner are fair reward. Sending them somewhere for pertinent training not available locally great idea. Providing a lounge, bunkroom, kitchen, or gym all can be reasonable and justifiable. 50" plasma with movie theater seating and a viking commercial kitchen kind of excessive. If you think the Chief is picking on volleys open your books up to the public. Next time you're raising money include a break down last years expenditures.

This is the exact reason the Triboro Amendment exists in the public sector. Most Fire, Police, Corrections and other public workers go years without a contract. There is a group of politicians in NYS who want to eliminate Triboro. They claim it gives the unions too much power, but in actuallity this case shows the exact oppisite.

I really doubt the officer saw the sign and decided she was getting hauled off. In my experience there's usually an exchange initiated by the officer asking the person to stop interfering with THEIR JOB. Other than NYPD highway cops I've never met an officer that enjoyed running traffic stops. Also never heard of someone aspiring to be a cop so they could catch speeders for 20 years. Often times officers are assigned to a traffic detail or encouraged to catch more VTL violators. Why wouldn't you just comply with a cop doing the job you as the tax payer hired them to do?

Having no horse in this race my take on this is purely that of someone on the outside looking in. That said first off I compliment Mr. Kavalev for standing up for what he believes and not abandoning his principles in the face of their unpopularity, but in the next breath I must chastise him for resigning. No matter how much pressue is exerted from outside ultimately change can only happen from within. By quitting Mr. K has greatly reduced the chances of that change taking place. I hope for the sake of him and the IFD an equitable solution is found, but if not he must take responsibility for his decision to resign and accept the consequences of that action.
Best of luck to all involved
    Just an added thought:
We would all do well to remember that when we choose to join an organization like a volunteer Fire Dept or Company we are joining them as they are. We, of our our free will, decide to enter into a relationship with an existing entity and it's members, warts and all. We may not like everyone, how they do things or aspects of the organization, but we chose to join them, not the other way around. It is unrealistic and in fact the height of self absorbtion to believe that an organization, possibly one that's been in existence for a hundred or more years, must change to suit us just because we decided to grace them with our presence, no matter how much of a "stand up guy" we are or how screwed up they may be. It is only after we have earned our place that we can look to change that which is to become that which, in our minds, it can become. And this happens only through the avenues that exist within that organization. For a desire for change to take root and it to come about requires that we show a high degree of perseverance, dedication, patience, knowledge and experience that draws others within our organizations to our cause and gains support for that change. In the end, to be a part of the solution we must first and foremost be a part of the organization...the very same one we chose to join.

First off, this article, or blog or whatever you want to call it was clearly written by someone who knows NOTHING of the law and has some bias against law enforcement as is evidenced by the sarcasm that was noted through out.
It sounds like he arrested her for obstruction and the DA wouldn't go for it so they charged her with disorderly conduct. As far as searching her backpack without her consent, she was under arrest and at that point he doesn't need her consent, the officer has every right to inventory her property.
As a bicyclist in the area you would think that the police enforcing the VTL and causing drivers to slow down and pay more attention would be a positive thing for her because it would keep her safer on her bicycle, but she had to join the anti cop crowd and instead of applaud the police, she chose to work against them.
Good that they locked her up, maybe next time she will mind her business.
