Description Of Incident: Car submerged in harbor with people still inside
Reporters: soboss34
Units dispatched for reported car into water at Veterans Park marina with occupants(unk #) still in vehicle. Multiple phone calls. While units enrt, dispatch updated with civilians entering water attempting rescue of occupants. Updated from dispatch that car is now completely submerged with no one removed. FD units on scene entered water and took out rear window of vehicle-removed one male/one female unconscious and both in cardiac arrest. FD searched rest of vehicle with negative results. CPR initiated and NEMS ALS on scene beginning treatment. PD divers entered water and cleared vehicle and surrounding area. Vehicle removed by heavy tow. Occupants transported to Norwalk Hospital by NEMS.

Today a special drill was held at the Westchester County Department of Emergency Services Fire Training Center.
The goal was to determine different ways to deliver high volumes of foam and/or F500 while maintaining a large standoff distance.
The following depts were involved:
ConEd, Millwood FD, New Rochelle FD, Pleasantville FD, White Plains FD and Westchester DES.
Procedures/equipment tested and/or reviewed:
Around the pump foam delivery via master stream Foam Delivery Methods Transfering F500 from the county trailer directly into an engine or portable pond. High volume attack using a remote foam source (3% foam @ 500 gpm applied from 225 feet away, with the foam source 150 feet from the deck gun - Note: The system we were testing can place the foam source up to 3,000 feet away from the deck gun.)
The 2 1/2" line is providing a foam solution of 30gpm foam & 30gpm water
Using 5 gal pails in a high volume system (at 500 gpm you need 1 pail every 20 seconds) NRFD's foam bin allows unopened pails to be just dropped in and they are split open and foam pick up tubes are then used in the bin,
Using an Tower Ladder to deliver foam (3% Foam @ 500gpm from 30 - 40' elevation) Note: above that hight the back pressure prevents the eductor from picking up the foam.

Here we have the flag being flown from TL-44, Engine 120 turning up the block during 1 of its rides, a wide angle of the road with 120 leaving and 119 arriving, Engine 118 from the front and side, and Car 2082 from the side and front.

In this batch we have Rescue 18 along with a look inside of some of the compartments as well as a demonstration. There is also a Hose Cart from 1908 and turnout gear that was worn from 1940-1950.

She arrived today in the Village!
All are welcome to come tomorrow or Saturday during the block party and Haunted Hayride to see her. She will be parked at Beekman and Lawrence both evenings. We wish to show the public their new fire engine.
The photo above was taken on Monday right before she left Wisconsin.
On behalf of Columbia Hose Co. #3 and the truck committee, I wish to publicly thank the Sleepy Hollow Board of Trustees and the residents of the Village for their support in the acquisition of the truck. We hope that they are all as proud of her as I am. I also want to specifically thank Chief John Korzelius and Chief Driver Jack Tornello for all of their efforts.

Last weekend I took my 4 year old nephew up to check out the Somers Open House and take photos. In this spot we have a spot where people were able to get the feel of what holding a hose is like and practiced shooting water at a target. The little kid is my nephew, who thought that was so cool! The live burn was just the icing on the cake for him.
We also have the former Utility 34 and Utility 89 along with one of the helmets from the first assistant chief.

i should have said this in my first post, but losing Chucky is striking me pretty hard. I had the privilege of being Chucky's partner for a few years on Tuesday overnight working Medic 37 prior to my deployment to Afghanistan. He was schedule to be my partner on Tuesday Medic 31 when he came back from his injury, but they were having a tough time nailing down what was actually hurting him. This is a devastating blow to not only Empress but to all of Westchester County emergency services. He was extremely involved in both EMS as well as the volunteer fire dept. I think being Chucky's partner made me a better paramedic and I sorely miss him. He always had our backs and was the best of the best. I can always remember trading story's of his PortChester jobs vs my Pearl River Jobs, nothing was ever too small for him to give his expert opinion, and he always did have the better way to do it. I wish I told him more how much I truly valued his partnership on the ambulance, as well as his friendship. While I was deployed he always made sure to check in on my wife, and include her in the Perry Ave party's he had, or just going out to the bars. I could go on forever, about him, and i could make a list a hundred miles long of things i would give up, or change just to have him back for one more second. Please keep him and his family in your prayers and hearts cause right now he's up there teaching God how to buff the big ones.
we lost one of the good ones today.
RIP my partner, my friend, and most of all my brother. Love you guy
