The "reserved's" without a Department name are only in the Ladder & Tower Ladder lists. The list reflects that there should only be either a Ladder or a Tower Ladder with any single number. When Ossining FD got their TL, the previously assigned L42 designation was placed into "reserved" so that no future L42 would be assigned as long as OFD has TL42. This is not always the case, the lower numbers still reflect when both TL's & Lad's were assigned the same number.

Congratulations on a well deserved promotion ! PO Marcano has brought great honor to himself, his family, the NYPD and all of Law Enforcement.
In my opinion, this case shouldn't even go to a grand jury, the powers that be should do their investigation and call it a clean shoot and thats the end of it.

Officer Ivan Marcano of the NYPD's Transit District 12 was promoted to Detective this morning in a bedside promotion ceremony with Mayor Bloomberg and Police Commissioner Ray Kelly. PO Marcano was off duty when he observed 3 males robbing a man on street an took action. Officer Marcano was shot once in the chest, but was still able to pursue the perpetrators, firing his weapon weak handed, while his strong hand was applying pressure to his wounds. I work in the same command with Ivan, he is resting comfortably in the hospital, and is expected to make a complete recovery. He should be released from the hospital shortly. Watching the video and hearing him talk about the action first hand is incredible. You can see in the video how he reverted to the training we have received to take cover, change positions if needed, and never give up the fight even if injured. Great Job Ivan, I am sure the Firearms and Tactics Section will use your story and video to help train future officers.

Today a special drill was held at the Westchester County Department of Emergency Services Fire Training Center.
The goal was to determine different ways to deliver high volumes of foam and/or F500 while maintaining a large standoff distance.
    The following depts were involved:
ConEd, Millwood FD, New Rochelle FD, Pleasantville FD, White Plains FD and Westchester DES.
    Procedures/equipment tested and/or reviewed:
Around the pump foam delivery via master stream Foam Delivery Methods Transfering F500 from the county trailer directly into an engine or portable pond. High volume attack using a remote foam source (3% foam @ 500 gpm applied from 225 feet away, with the foam source 150 feet from the deck gun - Note: The system we were testing can place the foam source up to 3,000 feet away from the deck gun.)
The 2 1/2" line is providing a foam solution of 30gpm foam & 30gpm water

Using 5 gal pails in a high volume system (at 500 gpm you need 1 pail every 20 seconds) NRFD's foam bin allows unopened pails to be just dropped in and they are split open and foam pick up tubes are then used in the bin,
Using an Tower Ladder to deliver foam (3% Foam @ 500gpm from 30 - 40' elevation) Note: above that hight the back pressure prevents the eductor from picking up the foam.

I would like to thank all participants and a special thanks to Commissioner Cullen for making this drill possible.
