"Most of these rigs though old in age are in pristine condition"
Just because they look good, because they are clean and pretty, does not mean they are safe, based on the current standards.
Not having modern breaking, traction control and stability control is not worth the liability and the potential financial loss (& life loss), particularly if the rig no longer meets the standards that will be used against the dept. in the courts.

"Think of what something like this would do for membership!"
In some depts. it could do a lot, but in others it could destroy them.
Some depts. have claimed that LOSAP just keeps dead wood showing up to the fire house for credit, add this and it may be worst.
Also when the budget does not get approved to cover "all" the members what happens? Can you afford to keep everyone? What about the 40+ year members who are no longer able to be firefighters, but they are still members?
If you think this is what is needed, than maybe you think you need to pay volunteers to volunteer, if so that's called; "paid on call" I am not saying this is wrong, just lets call it what it is.

I'm a volunteer firefighter and a union Dpw worker also in the village I grew up in. Our mayor and trustees allow dpw workers to respond to alarms during working hours and it has benefited residents numerous times. The board understands that we are still providing a service to the residents and have always supported our response. I personally think you should use discretion and not abuse the privilege. If the call ends you return to work, if you are working on something important at work you don't respond to every smell and bell, but when there is a serious incident there are not many DPW jobs that take priority.

I've got to chime (not tone) in here. Do these workers actually respond ON EVERY CALL? I doubt it..they do have pagers etc and more than likely portable radios either in their vehicles or on their person. They are not going to respond to "nuisance alarms" unless the first arriving units assertain that the alarm is indeed a "worker" either fire, accident or other emergency that requires more manpower than the initail responders can handle. Of course if a call comes in that an actual emergency exists on dispatch then by all means they should respond in a life and death situation. For the most part if one or two DPW (or other village or town workers) respond on a REAL EMERGENCY I doubt any non responding worker would feel "cheated" because he had to continue working. Most municipal workers live in the area and should be glad these people can respond.

Do departments in the area that have large areas of brush and wildland interface have proper initial and ongoing training to deal with these types of situations? Is it included in basic training? Do departments with brush trucks drill with them regularly?
I remember, in Westchester Career Fire Chiefs Probie School, we learned about forest/brush fires from the NYS Department of Forestry. I think the class was a day or two, and included hands on training to dig a firebreak, etc. It gave us a basic knowledge of how to deal with these types of incidents.
These types of fires are very different, dangerous and unpredictable. Properly fighting these fires is much, much more then putting water on the fire. I would hope that there is plenty of regular training and drills.

It is one of the most high profile bridge projects going on right now. It's also critical infrastructure for the NYC Metro area. Incidents on the bridge often make regional and national news. It's limited access and traffic jams when something happens makes for a very difficult response to the scene, and often leaves units committed to the incident or having to go into Rockland and turn around in a major traffic jam for hours.

Although I think the East Side Access Project (Bringing LIRR trains to Grand Central via tunnels bored under Queens, the river, and midtown Manhattan) is bigger, the ASCE claims this is one of the biggest transportation projects in the US to date.

Source and more detailed information on the project: http://www.asce.org/CEMagazine/ArticleNs.aspx?id=23622324457#.UoPyUGAo7Gh

It also holds the #2 ranking for suicides in the nation, only after the Golden Gate Bridge in San Francisco.

And, Tarrytown is not buying new toys....they are replacing existing equipment that is due for replacement and has a lot of wear and tear from I-87 and the TZB.
When the "Big Dig" tunnel project in Boston was underway, and after it opened, the project provided funds for Boston FD for Tunnel rescue and foam pumper equipment for operation in the tunnel. The Port Authority has a large fleet designed and equipped specifically for the George Washington Bridge, as well as other crossings. The Thruway Authority used to maintain more of an emergency fleet including a boat and fire engine, but that program was axed a long time ago, leaving the burden on Tarrytown FD and the Rockland FD's who respond.

When you really look deep into it, the Tappan Zee Bridge and where it is located on the Hudson is a very critical spot when it comes to transportation and commerce, even though it is just in the suburbs of New York City. Also, the bridge does get a significant amount of media coverage when something occurs, case in point, the tragic boating accident that occurred this summer. I had no idea that that call would find its way on to ABC World News and CNN. So, in our eyes it might not seem so big since we are use to having it in our backyard and it being more of a nuisance on a late Friday afternoon to get upstate, but it does and will keep having a big influence on the community and the region.

    Well said!

i still dont understand your point.your realy confused abt this.the grants will help local depts be prepared with tools training and new rig, boat, ambulance,to respond to one of the largest projects in the world.

Maybe because the residents of all of these muncipalities utliize the bridge that the Tarrytown apparatus would be protecting? Because the bridge is vital to the entire region which would make it a worthy investment? Wouldn't the economic strength of cities like Yonkers and New Ro benefit from businesses in those cities abilty to attract workers from the other side of the bridge? Or the ability to move their products over the bridge? This is a big picture argument. Tarrytown is (partly) responsible for the protection an important piece of the whole area's critical infrastructure. Why shouldn't they get the tools they need to get the job done?

2 guys meets the OSHA respiratory requirement for 2 out but is not FAST. NFPA 1710 allows it as an initial team that must be brough up to 4 minimum upon declaration of a working fire.
ANd for those that say NFPA standards are optional:
FEMA uses NFPA 1710 as part of the requirement for SAFER grants and this summer NYS authorized ISO to use it in evaluating FD's in NYS for insurance ratings.

What about federal and other grants to Fire Departments for equipment that they really didn't need and could have benefitted another jurisdiction that's sitting around collecting dust?
The NYS Thruway system is critical to the NYS economy. And the Tappan Zee Bridge is one of the most important pieces of the system. I'm not arguing the politics of the grant, the grant is out there and I think it is very smart of Tarrytown to get some money back for all they do for the bridge and the toll road.

When New Roc was built the developer said their would be no impact and the Mayor & Council agreed, all NRFD got was additional call volume.

Nothing against TFD getting this grant, but the bridge does nothing for N.R. we do not import workers or make products the City of NR is mostly residential and our population tends to commute out to work.
The Bridge is a major part of Tarrytown (& Nyack) they do not pay taxes to support local emergency services, but they are a big user of those services (yes NYSTA pay a small stipen, but it does not cover the cost of the service provided), the building of a new bridge will increase the requests for emergency service, so this is a nice way of compensating TFD, TVAC and others.

Thanks for the info, guys! I meant to put Engine 77 originally, since that's the one I always see going on the Thruway calls and was getting up there in age. It would be grant money well spent, as taxpayers in Tarrytown shouldn't have pay for all the expensive emergencies on the bridge, especially one that charges tolls. It would also be nice for them to build a firehouse addition to keep the Utility in. Is it equipped appropriately to be a full-fledged rescue truck? And I hope they actually get a nice boat, like one of those SAFE brand boats, with FLIR and all the bells and whistles given the fact that the bridge has one of the highest suicide rates in that nation.
