As a "civilian" fire commissioner, I feel I must respond to this post. Although I have 25 years experience in emergency services, I am not a firefighter and know nothing regarding trucks or firefighting. I rely heavily on my fellow commissioners who are firefighters/Ex-Chiefs/Ex-FDNY.
You are probably asking, "what purpose do you serve then"? In my position on the Board, I handle the insurance and I am the LOSAP Administrator. As a former Treasurer of the District, I also help out with the fiscal responsibilities.
As said previously, we not only have to answer to the tax payers, we have to answer to NYS. We have an outside professional audit done every year which is forwarded to the State Comptroller's office.
To have a Board the consists of all "civilians" would be ridiculous. I know of a neighboring District that has a majority of "civilians" on their Board and they have been spending more money on "consultants" than anything else. The "consultants" should be your experienced members, not some "white collar" person who knows nothing about the fire service.
I am very glad that I have four very experienced members of our department sitting beside me.

It was a tough old 3 story building and one FAST was "activated" when a pass alarm malfunctioned on the third floor area (would not shut off until batteries were removed) thankfully the FF was okay..the truck work was unbelievable due to the masonry construction inside and outside of the building...fire was in the walls and ceilings on all three floors and up to 5 layers of plaster, old tough wire lath, masonite sheets and plywood over plaster on walls "renovated" over time..ate saw blades/chains...many doors were difficult to open with irons with heavy inside smoke banked down to lower levels but no visible fire until roof was vented ..making a lot of truckie work...and some reported smelling smoke for hours prior to dispatch...tough job...but good job by all on scene... so multiple FAST teams are "angels on our shoulders" with so much going on..good call if you ask me...

I don't believe that anything we signed on to do should be based on the perks we feel we are entitled to. The "I'm volunteering my time and should be rewarded" attitude is destroying volunteer FD and EMS organizations. Doing it because you want to do it and you like doing it for the right reasons should be the only reason you do it.
I can't speak for anyone else, but I am sure the majority in my shoes would echo this sentiment. I became Chief of my department because I wanted to opportunity to help my department better itself. I am given a car to help me do my "job" which to me means responding to calls, meetings, training, equipment pickup/delivery and other department business. When I know I will be out of town for an extended period of time (24+ hours) I always leave the car with someone else or keep it in town so it is available if needed. If we know there's a weather event happening or something else is expected that we planned for, I will even leave my car with someone during the 12 hours I am at work. The way I look at it is that the car is my department's - not mine.
The sooner all of us realize that what we do is for our organization and not for ourselves, the sooner we can make progress.

While I agree this topic has been beat to death on this site I do believe departments need to have a strict set of rules and regulations about this. I will not take my car anywhere I can not respond from in a short amount of time. I do agree that having a district owned vehicle 30-40 mins out of your first due area is abuse of the system and needs to be addressed by the powers to be. It just doesn't look right to the public and especially to the taxpayers during these hard economic times. Just my 2 cents.

On arrival, we had heavy fire coming out of the D-side basement windows, the C-side entrance to the basement and fire showing on the first floor. Crews mounted an aggressive interior attack along with a brief exterior attack, using handlines in the basement, first floor and attic as well as the exterior. We pulled the men back briefly to hit it from outside and regroup, then pushed on with coordinated roof ventilation.
The occupants of the home included two elderly parties that were assisted from the home by other family members and a work crew at a neighboring house. I give credit to these guys for getting everyone out of the house, as this fire took off with great intensity and speed.
The report from the occupants and C&O indicate candles in the basement fell and created a fire involving the bed, books, and other combustibles in the room. The gentleman in the basement ran upstairs and got everyone out of the house. (Thank God).
I'd also like to point out the understated usefulness of our Mutual Aid Coordinators - not just ours (Battalion 10). As the IC I was able to worry only about my units on scene, and anything I needed relayed to 60 Control or any apparatus requests, all I had to do was have Battalion 10 handle it. I know a lot of Chiefs and Incident Commanders feel the need to try and do everything, but this way worked SOOOO MUCH BETTER than other times where I tried to juggle both task.
If you have a fire in this county and don't have the luxury of an Aide, take advantage of the MACs (Battalions). That's what they're there for - not to run your call but to help you manage it.

OK, that helps a little. I can only assume that the driver showed no evidence of injury and declined EMS. Also, twice the legal limit is 0.16%, which, from experience, I wouldn't call "highly intoxicated." Intoxicated sure, but in the grand scheme of things, I thought we were talking .20-.30 or higher, when you said "highly."
And as JM said, just document it. That's a good way to CYA.
Edit: Just to add, assuming injury based on dispatch information suggesting injury is highly suspect, as more often than not, that is based on passer-by reporting, often not stopping to check, just assuming based on what they think they see.

At 0130 hours Fire and EMS get dispatched to a local highway for an MVA with injuries. Upon arrival you find a 1 car MVA with heavy front end damage and the driver already in police custody. EMS crews attempt to treat the person in custody and are denied access to the patient by police. Police state they never called for EMS and that EMS cannot see or treat the prisoner. After discussing the issues of not checking out the patient who is highly intoxicated for about 15 minutes Police finish up the report and clear the scene with the patient. As an EMS provider what do you do?
