Town of Ulster man, 21, in critical condition after being struck by freight train
TOWN OF ULSTER, N.Y. — A 21-year-old man suffered serious injuries Saturday morning when he was struck by a freight train, according to state police.
The man — identified by troopers only as a town of Ulster resident — was found next to the CSX tracks behind the Ulster Hose Fire Company 5 station about 7:05 a.m., according to state police and the fire company’s chief, Sam Appa. Kingston will soon purchase a variety of safety equipment for firefighters using a grant from the Federal Emergency Management Agency, officials said. Mayor Shayne Gallo said that the city has received a $99,396 grant from the federal agency to be used for sorely needed equipment in the fire department. Gallo said the equipment should have been purchased long ago but was not. See more details in Freeman on New Year’s Day and on website.

First it takes money, then as stated cooperation with various highway dept's. You also need traffic control devices that can be modified for the device, many are old and expensive to replace. You also have to consider other agencies PD, EMS will they go for the set up? If not you risk 2 emergency vehicles meeting at the intersection 1 equipped with the device & 1 without.
The bottom line is don't expect the right of way to be given to you. slow down and "ask" for it.
