    I apologize Barry I should have said it possible the IC requested. Obviously you would know better then I. But none the less I think those are 2 outstanding fire departments and it sounds like most of the time they can really handle their own.

    Is it fair to Yonkers residents when New Rochelle sends 3 units to Yonkers? Yonkers is 2.5 times the size of NR, 
     
    Also I believe this is the first time that many units were ever sent from Y to NR

    They didn't call the state in. The PESH report states that the inspection was a regularly scheduled one and not because of a complaint

    I have a different spin on this incident.  Lets forget who called who   and I am asking this of anyone at the scene,  what did you do?  Was it readily obvious that it was refrigerant that was leaking,  or had already leaked (puddle on the floor),  was the area metered by a 3 or 4 gas meter prior to hfd arrival?  and what were the results of that.  (decreased o2 levels), was the erg book used asap?  what did the HFD meters tell you when they were used?  And what did you do to mitigate the incident?  Lets learn from a haz-mat call   thanks.

    I think others have answered.
    But this has been put out as a "Competitive Bid". The moment you put one manufactures name on it, its no longer competitive, since none of the other venders will put the time & $$$ ($10,000 - $20,000 per bid) to put something together. The customer has stated "or equal" and they get to determine after the fact what that is.
    NYS law requires competitive bidding for purchases over $500.
    Their are exemptions. For example if their is a pierce quantum demo unit they saw and want they can go back to the village board (City council, Board of fire commish. etc.) And if the elected oversight board agrees that a sole source no bid is in the best interest of the tax payer they can authorize it.
    These are usually done because of a very good price, immediate delivery date, or as an emergency purchase (a wall fell on the rig & its gone and we cant wait for a replacement to be built.

    Reports are that BFD was accusing Scott for causing back injuries to the members and wanted Scott to pay the medical costs and disability costs. Apparently wearing the packs without the waist strap puts undue weight on the upper back. Well hello....if you use a product in a way that the manufacturer says you shouldn't, the liability falls on you not the manufacturer

    NY gives the testing at least twice a year. It is up to the counties or cities to schedule them. The "4 year list" is a bit of a myth. The four year lists are actually a one year list that is extended to its maximum allowable 4 years.

    60 Control or Department of Emergency Services does not usually make decisions on mutual aid. All agencies EMS and Fire set up their own mutual aid by location in their district. 60 may go to another agency after mutual aid run card is exhausted but the OIC or responding member (if any) is usually notified.

    "All hands" or signal 7-5 (not to be confused with 10-75 are most frequently used when referring to structural fires.  But not necessarily.  You can transmit a 10-75 for a fire or emergency.  Gas leaks, manhole fires, brush fires, and other incident can and do result in the transmission of a 10-75.  As for the all hands when 3 and 2 are being used you are using all hands.  A reported structural fire gets an assignment of 3 engines, 2 trucks, and a battalion chief.  If the chief uses 2 and 2 and holds the 3rd engine fast it's not an all hands.  The scenarios with using 2 and 2 on the highway box don't constitute an all hands.  
     
    As for the SOC unit response
    The transmission of a 10-75 results in the dispatch of the normally assigned rescue and squad if available.  If the fire/incident escalates to an all hands doubtful a rescue and squad will be assigned regardless.  If a chief advises he used all hands and is under control they will not receive the SOC units and other specialized units.  
     
    I'm sure this is still confusing and I'm not sure I'm doing it justice but I'll use and example of a working fire to show the units assigned and timing.  
     
    Phone call reporting a fire in a building.  
    3 Engines, 2 Ladders, and 1 Battalion Chief are dispatched.  
     
    First engine arrives and finds a working fire and transmits a 10-75.  
    4th Engine is assigned, 3 truck(FAST), additional Battalion Chief, and the Deputy Chief is notified
     
    Usually at the first progress report the chief notes what he is using.  This is usually when the all hands is transmitted with the status of the fire Doubtful, probably will hold, under control.  
     
    In the outer boroughs the vast majority of "All Hands" are transmitted for fires.
