Four civilians and Fire Captain where in a Sutphen Aerial, extending 100' on 45 degree angle, when the bucket suddenly retracted 40 feet. Occupants suffered injuries of which could have been more severe had they not been wearing some type of restraint device.

Members may want to rethink or look over SOP's and adjust for always wearing safety restraints when using the Aerial. Also when making a rescue make sure that stokes basket is secured to the bucket.

Before the comments start that it was overloaded, in the images it appears to be a SPH100 which has a unique waterway, it has a 1000' weight limit and the Sutphen brochure states a 3:1 safety rating. (Huckbee bolts and box frame.) I would assume the cable was rated for the same.

We should hold off judgment of what failed, until after a thorough investigation is finished.

Edit: Spell check, so I don't come off as an Illiterate.

  4. Hope a resident legal eagle can put me right here:

There's a working structure fire. For the sake of argument, let's say it's an isolated structure; there are no threatened exposures.

Under what circumstances, if any, can the owner of the property say: "Let it burn. I don't want it put out, get the hell of my property!"?

I would assume that the owner has no right to direct the Chief in that manner; you don't know if it's arson, you don't know if it's a fire deliberately set to destroy evidence or cover up a serious crime. You only have the word of the owner that there's no-one in the structure.

What does the law say? With a cite of the law, if possible.

    Thanks

    Mike

    Interesting read about this topic:

Can a homeowner whose house is on fire refuse AMA?

The following has a nice list of NYS laws that deal with the fire service.

NYS OFPC has link to laws

In the above scenario, the homeowner is in violation of 204-e since he has not received permission of the chief, you cannot burn your own property.

§ 204-e. Unauthorized destruction of property. No individual or
corporation having a possessory or proprietary interest in a building or
motor vehicle within the meaning of section 150.05 of the penal law
shall ignite a fire or cause an explosion in such building or motor
vehicle without the prior written permission of the chief of the local
department or fire company with the responsibility to respond to a fire
    call, or the chief's designee.

  5. The department patch features crossed American and New York State flags. I'm sure the Elmont, N.Y. forefathers who fought in the Civil War, would vote to remove a symbol of the Confederacy from their fire apparatus, were their voices able to be heard.

It appears in the patch as well, company patch not department.

    http://firecritic.com/2011/01/the-elmont-fd-in-long-island-is-under-scrutiny-for-using-the-stars-and-bars/

In a world where PC police go to far, such as removing the Indian mascots from schools that are named after Indians, I feel the confederate symbol is racially charged, and has no place on their patch or the apparatus. If the apparatus image was changed to red, white, and blue and not reminiscent of the stars and bars, I would be fine with that. I wouldn't however accept them disrespecting the American flag as bunker pants either.

  7. Our district already has one elevator, and is soon to be gaining another one via new construction right in the village. This one is going to be used a lot more than the current one, but regardless I would like to brush up and learn more on the ins and outs of getting a person or persons removed from an elevator that will not operate, and any other incidents that may occur involving one.

My experience is limited so I know this is the place to come to to help me, thanks to everyone who responds and takes the time to put together their knowledge.

How do you train or how would you train? Any evolutions or is it simply a verbal discourse on the subject with perhaps a Power Point slide to back it up?

My department had a class done by DRM whom taught a good class on rescue. Most likely you are dealing with an elevator possibly 4 floors or less which is hydraulic. First determine what floor the stuck elevator is on. Most cars stop moving due to door issues, so making sure the door is shut and that the floor above/below is clear you can move on to the rescue. Using proper tag out procedures you can shut off electric and then remove the cover and use the hydraulic override to lower the elevator to proper floor height and let the victims walk out. Polling will allow you to locate the elevator car location (What floor). Rescue from the car would require a good anchor and roping so that if the car is moved no one is at risk of injury. The lowering and stopping of the car can be done using the hydraulic override. The last thing you want to do is to take (Victims) out using a ladder and the top of the elevator car. Since we need a controlled rescue I think by law the top of the elevators are locked so that the victims cannot climb out of the elevator.

  8. Only a curbside door for the rear passengers?

Command Center in cab takes up the Drivers side, hence no door. More photos are posted on our web site. Hopefully over the next few days I'll get some compartment shots of all of the mounting. Rescue 1 does a great job in mounting and design. The Rescue Committee did an excellent Job in working with Rescue 1 to get everything mounted and use as little space as possible.
