Not sure if this is a repeat but it looks like NYSP decaled some Caprices: dont see plates or numbers so i'm not sure if its a test car.

Only a limited number have been purchased as of yet. Still in the trial phase.

Looks like Boston PD got a few as well. I don't know the details but this photo showed up on a local blog.

I think it's funny that it came with a NY dealer plate on it, the bloggers didn't.

The "H" designation plates simply mean that they will be put out in the field for trial and testing and to gauge feedback. The will be rotated around to different stations and barracks. If they decide to move forward with making them permanent, they will be re-designated with plates consistent with the troops that are sent to.
