    Well, as someone who has been a part of the first response in the YFD for the past 22 years, I couldn't care less about what you Bull might find overdramatic, or what you Jack might find unnecessary and unprofessional. I've spent the majority of my career in SW yonkers and have seen good and i have seen bad when it comes to Empress. I, like JFlynn believe the 2 entities work well together (give or take a nut in a safari hat). But I believe the first salvo fired in this episode came from the bosses at Empress when they stated blatantly false response times in an effort to seize sole control over EMS in Yonkers, knowing full well it would cost jobs in the yfd, and worse yet, put the lives of the citzens at risk. So what would the main benefit be ? Greater profit maybe ? I don't know what was uglier , the false numbers being produced by Empress, or the roll the dice attitude exhibited by the city for the sole purpose of breaking contracts. It seems to me the Bosses at Empress were well aware of what the repercussions were to be had the first responder program ended . For the most part , the buses arrive in a timely manner, but I have witnessed 10 minute plus response way too often, and for Empress to tell the city that there would be no difference in service without the YFD is misleading at best. That to me is unprofessional. This, coming from someone who has delivered 2 chlidren , shocked and initiated cpr on too many to count, all because Empress wasn't on scene in a timely manner. Capt.     Hopefully NONE of my brothers on YFD will take the bait and attack the many dedicated and professional members of Empress such as this individual has attacked YFD. This is only one persons opinion. I have always felt that YFD and Empress line members work well together and respect each other. Us fighting each other is harmful to us all as well as to those we serve. 628s website post regarding Empress certainly was not an attack on Empress employees and I believe any reasonable, person would read it that way.
    It is 628 s job to represent their members interests and this is what they are doing. They have not attacked Empress employees. Those who would try to spin this as an attack on Empress employees, or another union are doing so for their own reasons.
    There are a combination of truths, half-truths and much untruth in this persons post. When I am rested I will respond to each point by point. Please my brothers on YFD as well as Empress lets stick to the facts and not get personal or unprofessional. This is what those who wish us harm are hoping for and expecting .

    If we had to say there is a down side to being part of the Fire Serrvice this would be it. I was a member of the Yonkers Fire Department for almost 29 years and I can say with certainty that you burry too many friends before their time. However to go along with that is one of my sayings I used all the time. Everything in life is give and take, therefore if it were not for the Fire Service I would not have made so many Good and Close friends over the last 29 years. I had the pleasure of being one of A. Rods traing Officers when he started his career on the YFD, it was there that are friendship started. Tony was a True Gentleman, True Friend, Geat Firefighter, and one of the most giving people you would ever want to meet. He would do anything for a person in need, and he continued that even on his last day with us. The only thing that brings a sense of compfort to me as I think about my friend is that I know he is in excellent company with all the other Great people taken from us to early. You will truly be missed by the many people that you touched their lives

    Ahh to be young and naive. I might be young too, but I know that there is a huge difference between what OFPC's recommends on volunteer training (remember NYS is a home rule state, so FF1 is not required), and FDNY's career academy. The volunteers do not go through the FDNY academy, which would make is almost impossible for them to fit seamlessly into the FDNY's operations. The last thing the FDNY is worried about, are these volunteer companies taking away their jobs. They're worried that their standards and training requirements are not kept up as adequately as the FDNY's, which could endanger the lives of the citizens and responders even more. They "pick on them" because the fail to produce training requirements, or certificates of their members to the FDNY to show that they are all adequately trained.
    Everyone might love cake, but that doesn't mean cake is good for you.

    This is an interesting thread. IMO it really does a lot to demonstrate the mindset held by many members of the Fire Service in this region which is such a disservice to those we are sworn to protect and to our own fellow Firefighters....with the exception of helicoppers question regarding manpower (and he is a cop, not a Firefighter), and one other question and answer in regard to White Plains manpower, the whole thread so far is all about how many apparatus respond, with no mention of personnel.
    Guys, Firefighters put out fires...Firefighters who are adequately trained and certified for interior firefighting and physically capable. A certain amount and type of apparatus, of course, is necessary, however, listing how many apparatus respond to structure fires is not only worthless in terms of assessing a department's capabilities, it is misleading.

    Have we really become that much of a nation of whiners and publicity hounds that even an event as justified as the elimination of an avowed terrorist and virulently anti-American murderer causes some to be "offended" and get on the news? Let's put this in perspective
    There are some upset because his codename was Geronimo. It's just a commonly used phrase and well known name, easily recognizble by everyone, not an anti Native American slur. Do people really have that much free time on their hands that they can sit and dwell on the meaning of a code name? C'mon get real will ya and go find something better to complain about.
    Now an even hotter topic, whether or not he was armed...WHO CARES!!! Did this hero of so many radical Islamic murderers care whether or not the thousands he has or had murdered were armed or could defend themselves? NO he didn't, as a matter of fact he relied on the fact they weren't and preyed on the innocent just as all terrorists do. A clean quick kill for this coward is almost too good an end to this waste of human flesh. I'm quite sure many of us would have liked to have seen a much slower and excruciatingly painful demise for this "leader". To those that have a problem with the manner of his death, get over it and be thankful it was quick and he wasn't given a more fitting final few years of suffering.
    And now on to his burial at sea. Again he was afforded much more respect than he ever gave to any one of his victims. Did he care that thousands were simply obliterated at Ground Zero, with no trace for the familes? NO again he counted on that. So he sleeps with the fishes, big deal. He got his immediate burial of his cleaned corpse as is Muslim custom, he got much more respect than he ever gave others or deserved. Stop whining and rejoice that he is DEAD, DEAD DEAD just as he shoud be.
    And finally for all those who see his rightful removal from the face of the earth this as an increase in the risk that we, as Americans, face in this world...WAKE THE HELL UP!!!!. Osama bin Laden did not invent anti Americanism, radicalism or terrorism, he only benefited and gained notoriety from them. His death will have no great impact on the desire of those radical and militant elements in this world that want to harm us.

    Chris ,i don't believe i was criticizing anybody,but yet making a suggestion if you don't know the info ,don't start making up false numbers. This is half the reason the false bs is carried through to rags like lohud .Am i defensive ?you bet your A***. I'm tired of getting our balls wacked off and people right away fly off the cuff with false info.You want numbers ? i'll give you numbers.Our contract provides for 12 - 10 hr days of sick leave incentive, the same as every other agency in the city.Our members were out an average of 9.6 days. When you work a mutual into a 24, and you call in sick,you are being charged for 24 hrs against your sick incentive even though technically it was 1 day of being sick.So as quite the opposite of numbers being thrown around, i'll let the computation expert figure out how many 24 hrs tours it takes to accumulate 96 of sick time.

    Can't imagine the work that goes into running the site. Been a long time viewer, and have always enjoyed the content. The news, the photos, and the forum are always great. I would like to see you take a quick survey regarding a subscription fee. There are many good sites out there, and many charge a small fee. I would be more than willing to pay an annual subscription fee of $10 or $20, and I'm sure many would do the same.
    It's a shame that a few jackasses have ruined the site and turned so many people off. You could always remove certain sections of the forum, or remove those posting offensive posts permanently from the forum/website. I have spent the last 23 years of my life in both the volunteer & career fire service. I've worked & volunteered in some of the smallest & largest fire departments in the country in a number of different states. I have found over the years that most of the people writing stupid posts, complaining about paid guys vs. vollies, pointing out idiotic "safety" concerns, etc. have no life and have no experience with which to back up their claims. I have been involved in teaching on the local, state, and national level since 1994. There are many great instructors from both paid & volunteer departments, who have a lot of training & experience to share with those willing to learn. I have met guys from all of the country that travel great distances, often on their own dime (just like I've done all these years) to learn new things from the best instructors & the best classes. It's people like that for which I thought this site was dedicated.
    Brother, reconsider shutting down the site. Charge a small subscription fee. Dedicate the site to photos, training, learning, and sharing the brotherhood that makes the fire service great. Thanks.

    The requirements for fast at an incident begins at the moment the incident leaves the incipient stage and the atmosphere hes the potential for becoming ILDH. Remember 2 in 2 out? Well the purpose of that 2 out is fast.
    When we hear an IC calling for a FAST TEAM from dept X and getting an ETA of 20 min, does that mean that IC has been operating up to now without a fast team and will continue to do so for at least 20 more minutes? I hope not, but if you listen to your scanner, it sure sounds that way. That's a far cry fromm operating with members on the first alarm assignment being designated as fast , and then designating an incoming company as fast. The IC that is operating without a fast team and something goes wrong needs two things asap:
    1. He still needs FAST, but a bigger team
    2. He needs a good lawyer

    Barry and the rest of the career guys commenting on this are correct. A special operations rig (Squad or Rescue) should have a "ready reserve" rig to replace or back-fill it instantly. A standard engine company doesn't need a 1:1 ratio of front line to reserve because the chances of every front line engine being out of service at once is remote.
    The need for fully equipped ready reserves is not a career vs. vollie thing as many will point the discussion towards.... It's a component of call volume, geography, potential fire load, potential extrication load, combined with bread and butter work. There are plenty of vollie departments in the Northern Virginia, Southern Maryland, Baltimore, Washington metro area who have ready reserves that get used regularly. There are also several career departments who don't that REALLY need them...
    One final point about harping on why departments need one rig vs another.... A topic on this board was posted some time ago about a new Seagrave tandem axle heavy rescue that was purchased by a vollie department in nowheresville Delaware I believe. Some folks mentioned what a waste it was and how could they ever use it to it's potential.... To this, I say that specing apparatus should be done based on the criteria I listed above as well as the next nearest unit that can provide a similar service and what the load of similar criteria are for it (the next available unit). If a department in the middle of nowhere covers a 20 mile stretch of highway and the nearest heavy rescue is at least that far away OR doesn't have access to the highway in a timely matter, then they are justified in buying a piece of equipment that can handle an extensive call without immediate assistance..... The direct opposite of this is what has happened in Westchester with the number of aerial devices, let alone tower ladders are piled on top of each other which is something I've taken major issue with over the past few years. Cut the number of tower ladders in half AND reduce the overall number of aerial devices by 25-35% and everyone in northern Westchester benefits. The crews of the remaining truck companies get enough work to keep their skills up and you end up with more competent truck companies, AND the taxpayers save by reducing expenses.

    This is a tough topic and one that's surely going to raise the collective blood pressure. However, that said, I don't believe that you can have a successful combination department if you actively create what ends up being, essentially, two classes of firefighter/officer. How can it really function? You're going to have to preface every officer's title with either "Volunteer" or "Career"? That sounds a bit silly.
    I believe that for operational management and individual moral, you can't have a structure like this. I can imagine that you might have a situation where only career members can be officers, or vice versa with only volunteer officers. Or, all things being equal and you have all members holding equally weighted titles, the way it should be.
    Now for the tricky part....
    ....you gotta have equal qualifications and this is where the waters get a little murky. You cannot call a guy who took Intro to Officer and Fire Officer 1 a Lieutenant and have a guy who went to FLIPS 5 days a week for 5 weeks Lieutenant as well. Career officers were promoted through competitive examination while volunteers are voted into office. This does call into question the validity of the member holding that rank as popularity can play an unfortunate roll. The manner in which a person is promoted is something that is simply not going to change, so we're going to have to move past that. Volunteer/Combination departments can bolster the validity of an elected volunteer officer by insuring that the candidate pool is very strong, has a certain number of years of experience and holds far more than the basic set of certifications from state fire classes. FLIPS is almost 200 hours long, so you have to put that in perspective and put together a list of prerequisites that can, at least, somewhat compare. The smart, dedicated volunteers (and I know a bunch) have already or will put in the time. You just have to hope you have enough of them.

    There've been many discussions on this board about the pros/cons, advantages/disadvantages, etc. of various staffing configurations and response times. Here's a great example of what can be done (numerous rescues and, as PEM03 said, preventing extension to exposures) when you respond with a full complement of qualified personnel in a timely fashion. It also highlights the benefits of training, pre-planning, and discipline to make sure that the two first and second due ladder companies were able to set up at the front of the fire building.
    On the initial call there were (approximately)32 +/- fully qualified "interior" firefighters managed by at least one Chief and seven or eight company officers. I guess we can forget the 4 in 4 or 10 in 20.
    The second alarm and third alarms brought (again approximately) 20 more firefighters plus officers to the scene and the fourth brough still another 16 plus officers. This doesn't count the support services that were undoubtedly involved (mask service, fleet maintenance, etc., etc.)
    All this was in the first 22 minutes - sixty-eight firefighters plus officers and support. Add EMS and at least a dozen police officers and supervisors too.
    The other interesting note in the IA (great one BTW Truck4 and you still managed to get pictures!) is that the mutual aid was relieved by reserve apparatus staffed by recalled firefighters so as not to hold equipment out of its home jurisdiction for a protracted period of time. How many departments have the apparatus to do that or organize their own personnel to release mutual aid instead of holding everyone at the scene. Didn't a recent thread on the subject of staffing say something about having 50-60 firefighters on the scene of a fire in a single family dwelling? How many weren't working and could have been deployed to other apparatus to increase available resources in that community?
    I don't understand why instead of aspiring to meet NFPA and other standards, we buck them with all kinds of excuses and then criticize those who advocate a single standard to raise the bar and improve things for everyone.
    Given the proximity of the exposures, narrow one-way street in front and limited access from other sides, it was indeed an impressive stop.
    Before the nitpicking begins, the times and numbers are all approximated.

    For those who think that this is not a 'public' forum, and that the only people who read these threads are other firefighters, I have been contacted through PM by a member of a local newspaper through this forum asking for my thoughts on an incident that I commented on in here. People do notice. And to all the volunteers who say that we are the ones who really care about public service because we do it for free in our own communities, how come we are the ones who resist the most when suggestions and questions about coverage are made? If we can do it as well/better everywhere and all the time, there wouldn't be these conversations because honest questions could be answered with honest answers and everything would be cleared up.

    It occurred to me while reading this thread that only career members are bashed for having raised concerns over this issue. There have been a few brave volunteers who agreed and said there are issues regarding manning but not a word is said about them. Apparently its okay for one of our own(vollies) to point out faults, but when someone from the evil otherside (career) says them, they are classified as "anti-volly" and other such things. I applaud these brave few, JFLYNN and others for shedding light on these issues so some of us less-informed can learn.

    Now to address some of your points:
    1. Its not up to those people you mentioned because most of those people in charge dont want to admit there is a problem.
    That would require change and we cant have that. The travesty. The average citizen is also clueless when it comes to this. They are not given the correct info, because if they were, change would've happened already.
    2. For the record, I do have loved ones that live in Northern West, Rockland, and CT, so I feel it is my right to be concerned about the the coverage they are recieving. Wether its Fire or EMS.
    3. I invite you to listen to the our departments tones and point out flaws. We have some very open-minded chiefs that read this site and would take your objective criticism under consideration. (except JFLYNN -cause he would take it personnal )
    4. It has already been pointed out that by this thread that some depts have placed parades and other events above good service.
    5. Once everone is trained to same level and there is 1 standard for all, there will only be 1 side. The career vs Vollie arguement will be dead because response times are the same, skills are the same, and most importantly, the public will be better served by US.
